STEUBENVILLE POLICE

Under investigation: Police are still investigating an incident in the 1300 block of West Adams Street Monday afternoon that was reported as a stabbing. The condition of a female who was flown to a Pittsburgh hospital for treatment is unknown.

Low visibility alleged: A city resident was cited after police spotted him in a vehicle "with the hood of the vehicle open and blocking the windshield" Monday. Police said Mamadou A. Guisse, 45, 998 McKinley Ave., Steubenville, was cited for operating an unsafe vehicle. He said he'd had work done on the vehicle and the latch was now defective due to "some sort of missing bolt," police noted.

Parental lapse: A Sunset Boulevard business continues to have problems with juveniles being loud and rowdy. On Monday, employees advised anybody who was waiting on food or was eating their food could stay but all others had to leave. They told police other customers had been complaining "about the excessive noise and commotion."

On the run: A N. 4th Street resident said her cousin stole her electronic wheelchair Tuesday. She said her cousin had a friend wheel her out and said her cousin needs a wheelchair, "just not her wheelchair."

Peeping: Callers reported seeing a woman in the 2600 block of Hollywood Boulevard "acting strangely and looking around vehicles" Monday. Police said the woman was barefoot in the grass, and when they asked her what she was doing "she stated she was going to the gas station to get cigarettes" and took note of a scrape on her face that she said "was from her father slamming a door in her face." They said she was behaving erratically and refusing to stand still but denied having used drugs or been drinking, so they gave her a ride home where her father told them he believes she's "back on drugs and is being difficult." He also said she fell earlier, injuring her face and said he took her to the gas station for cigarettes and she got out so he came home. She was advised to stay in for the night.

All's clear: A woman in the 400 block of Spring Avenue who'd been arguing with her boyfriend Monday said she contacted police because she feared he might harm her. When they arrived she told police it never became physical and she already had her things packed and was ready to leave, so their help was no longer needed.

Cited: Raylene Claypool, 34, 1348 Oak Grove Ave., Steubenville, failure to control motor vehicle Monday after a two-vehicle collision at the intersection of Pennsylvania Avenue and Woodlawn Road. Claypool allegedly struck another vehicle waiting to turn onto Pennsylvania Avenue but pointed out the other vehicle was stopped in the middle of the road, police said. Police noted there were no road markings, the other vehicle was in the middle of the street due to cars parked on one side and there was still room for a vehicle to get through.

Code violation: Notice of violation was sent to the owner/occupants of properties at 915 Longford Dr., high grass.

Cited: Kayla N. Vannest, 36, Moundsville, WV, failure to stop for a school bus with flashing lights and driving under suspension; James E. Runevich, 68, 48725 Cadiz Harrisville Road, Cadiz, failure to stop for a school bus with flashing lights.

Butting heads: A Steubenville area resident claimed her boyfriend was "flipping out and tried to head-butt her and dumped water all over the house" Monday. The male told deputies he had "been doing yard work and running all day" and said "she won't let him in the house for some reason." He insisted when she wouldn't unlock the door he "yelled a little bit but that was it." Deputies said she was visibly upset and alleged that he'd been aggressive all day and noticed him getting beer out of the cooler. She also said he'd been arguing with her all day and had "started yelling at her and got in her face" before trying to head-butt her and claimed he'd head-butted her previously "then hurt himself in the face and said if he goes to jail, she was going, too" so she hadn't called.

Booked: Joshua Ostrander, 33, 209 Madison Ave., Mingo Junction, domestic violence and criminal damaging, Sunday. Ostrander allegedly ripped a necklace off a woman, deputies said.

Booked: Deputies charged David Crook, 39, 134 Laurel Hills Dr., Steubenville, with domestic violence, Sunday.
