Low blow: A Carnegie Street resident told police Thursday her car was stolen from a hospital parking lot in another state. She said she'd been hospitalized for a little over a week.

Seasonal hazard: A caller reported seeing a man with a knife "walking around the area" in the 900 block of Market Street Thursday. Police located the man, who told them the knife was fake and it was meant for his daughter's Halloween costume.

Hit-skipped: A woman in the 100 block of Yale Place said her front bumper was ripped off its bracket in a hit and run accident overnight, Thursday. Police said there was white paint transfer on the front driver side. A neighbor reported hearing a scraping noise and looked out the window in time to see a Budget Truck leaving the scene.

Drug possession, conveyance charged: A city resident initially detained on Pennsylvania warrants is facing additional charges after she allegedly took drugs into the Jefferson County Justice Center Thursday. Stephanie R. Lipinski, 33, 255 S. 5th St. (rear) was charged with possession of drugs and illegal conveyance into a detention facility after she admitted having concealed contraband in her clothing following a mandatory body scan. Lipinski initially had told corrections officers she didn't have any contraband, but after the scan she turned over a canister containing 12 pills she said were Alprazolam, police said. She initially said she'd had the prescription filled at a Sunset Boulevard pharmacy but after the pharmacy staff said there was no record of her there she said she "found" the pills, police allege.

Charged: Shari Wilkinson, 40, 320 Grandview Ave., Tiltonsville, assault, Thursday.

Booked: Walter R. Sapp, 62, 1 Reese St., Empire, failure to comply, Thursday.

Summons issued: Cara Crabtree, 42, no fixed address, warrant for failure to appear, Thursday.

Code issues: Notices of violation were sent to owners/occupants of properties at 117 Yale Place and 4701 Sciota Dr., both high grass.

Cited: Jamie Destefano, 39, 110 Woodland Park, Wintersville, and Mary Clark, 73, 409 Rosemont Ave., Steubenville, both failure to stop for a school bus loading or unloading kids. Also, a 2006 Chrysler Pacifica and a 2006 Chrysler 300 with expired plates parked in the 500 block of Ross Street were ticketed and towed.
