Loading up: Rural King employees reported a couple tried to leave Monday without paying for $211 in automotive tools they hadn't paid for. They told police the two hid the tools in an empty store box in their cart, then covered them with empty paper bags. After they passed the registers and were headed for the doors the manager confronted them and the couple abandoned the cart, leaving in a black Dodge Caliber with a West Virginia license plate.
Off again: A caller reported a man "choking a female" in the 100 block of N. 4th Street Tuesday. The male involved told police he doesn't live in the residence and he and the female have had an on-again, off-again relationship for eight years and have no kids together. He said he saw her speaking with other men on her cell phone and they started arguing, admintting he put his hand "on the back side of her head/neck region and guided her into the apartment complex" but denied choking her. The female said she didn't want to pursue charges but she wanted him to leave, which he did.
Nicotine fix: Employees at Coen Markets reported a man walked behind the counter and took two packs of cigarettes and left the store Tuesday. Police located the man in North End Park and said he told them "they were his cigarettes" but he'd go back and pay for them. James Darnell Mayo, 53, 720 N. 7th St., Apt. B7, was charged with theft.
Parental review: A mother was locked out of her car at Pugliese East with her child still in the car Tuesday. When police arrived to unlock the vehicle, she told them her child "had intentionally locked himself in" because he'd gotten in trouble at school.
Being loud: A caller reported a man in the 100 block of N. 4th Street "yelling at vehicles driving by" Tuesday. Police are familiar with the man, who told them he didn't need medical attention and "was just speaking out loud." He said he would go indoors to prevent problems.
Booked: John Elder, 64, Kent, OH, escape. Elder was taken into custody on the felony warrant (Portage County) after callers reported seeing a vehicle leave a Brilliant gas station with the hose and nozzle from a pump dragging behind his vehicle Monday. Elder and a family member were located on Adams Street. Elder said he forgot to remove the nozzle before they left.
Booked: A'Shanea S. Herrin, 30, 427 Lawson Ave. (Rear), Apt. A, Steubenville, warrants for assault and criminal mischief (Monday).
Served: Amy M. Hayes, 40, 1014 Adams St., Steubenville, warrant for theft (Municipal Court) Tuesday.
Code issues: Notices of violation were sent to owners/occupants of properties at 128 McConnell Ave.,
Cited: Anni T. Winogradoff, 23, Stormville, N.Y., speeding (school zone);
Vehicles with expired plates parked in the 1400 block of Oak Grove Avenue, the 700 block of N. 4th Street and the 600 block of Rossevelt Avenue were all towed.
