STEUBENVILLE POLICE
System failure: A mother whose child has suicidal ideations said the child tried to open the car door and jump out on the way to the hospital Tuesday for treatment. She said the child had released from a mental institution the day before and the child had tried to explain to the staff that it was too soon to be leaving and much more help was needed but "due to the facility's policy” was sent home. The juvenile told police "the facility did not help" and only "made (the juvenile) want to self-harm more."
Break-in: A man working at a Madison Avenue residence told police he discovered someone had broken into the property Wednesday. He said two saws and a saw stand belonging to him had been stolen, along with two window air conditions belonging to the property owner. Police said the door lock had been damaged.
Persistent: A female who wanted to buy a pass to Belleview Pool wouldn't take no for an answer Wednesday. Employees said they tried to tell the woman they weren't able to sell passes this year but she ignored them and left her money on the counter and walked in even though they told her she could only pay for the day. Police said they attempted to return her money but she wouldn't take it, so the manager put it in an envelope with her name on it and said they "would use the money to pay for her entry every time she comes to the pool until the money runs out."
Partied hard: A Market Street resident told police Wednesday he was drunk and managed to drop his cell phone and keys somewhere in the 100 block of S. 7th Street. He said he went out looking for his belongings and found the keys but not the phone along with a lighter that had been with his keys.
Hoarder: A man in the 800 block of N. 6th Avenue complained Thursday that an employee is harassing him about the clutter in his apartment "and has made several statements about how he could just take everything out of" it. He said he didn't know the employee's name. Police suggested he talk to management.
Open season: Police were told someone was inside a building on Maryland Avenue that's supposed to be vacant Thursday. They located the man, who said he was just getting out of the sun. Police told him if they catch him there again he'll be arrested.
Unplugged: Someone in the 600 block of South Street ran an extension cord from a building, taking it over utility lines to the other side of the street. The individual responsible told police he "set it up to an inflatable 'club' behind the bakery." Police told him he'd need to remove the cord.
Charged: Someone in the 400 block of S. 3rd Street had reported a fight Thursday and police said they located two "highly intoxicated" males who insisted it was an argument and things never got physical. While they were talking to the two of them police said a third, equally intoxicated man began arguing with one of them. He told police they'd been out and left before the argument started. When police pointed out they were all intoxicated the third male began swearing at an officer and tried to get back in the car but police saw an open 40 ounce Bud Light at his feet and had him hand it to them. Police said he got out of the car and told them he wasn't the one, and when an officer tried to calm him down he walked away, then dropped the ultimate profanity on him. Police charged Adam Goff, 41, 343 Ogden St., East Liverpool, with drunken disorderly.
Fraud: A resident reported someone withdrew $2,000 from her bank account Wednesday. She said she had advertised chairs for sale on Facebook and the buyer was to pay through Venmo but the transaction wouldn't go through. She said she confirmed receipt of an email she thought was from Venmo before discovering the money was missing.
Booked: Herbert Mayo, 57, Steubenville, booked into the county jail Friday without bond, failure to appear and contempt (Harrison County), second offense; Tonya Wallace, 44, 426 S. 4th St., Steubenville, warrant for theft. Wallace also was cited for no operator's license.
Served: Brian Digman, 40, 423 N. 7th St., Steubenville, warrant for robbery, Wednesday.
Code issue: Notice of violation was sent to owners/occupants of properties at 801 Market Square, 1402 Belleview Blvd. and adjacent vacant property, 1422 Belleview Blvd., 1403 Steele Ave., 319 Lovers Lane, 137 McConnell Ave., all for high grass.
Cited: Stephanie M. Brown, 25, 1438 Maryland Ave., Steubenville, speeding. A juvenile also was cited after a two-vehicle collision with no injuries Thursday in the 4200 block of Sunset Boulevard.

Locked up: A man at a Tiltonsville residence said his friend "handcuffed himself and they don't have a key" Thursday. Deputies were able to free him.
Generally unhappy: A Two Ridge Road resident complained that "kids in the area" had scratched her vehicle July 15. Deputies said there were several marks on the vehicle and scratches on the vehicle but there was no way to be sure what caused them. She insisted it was caused by "the many juveniles that ride their bikes and play around vehicles in the parking lot," but when they asked her if she ever saw anyone near the vehicle she "just kept saying they all" ride near the vehicles and kept talking about the juveniles, claiming they were also "breaking windows and not being supervised.”
Haunted: A man at a Township Road 381 (Steubenville) residence said a woman got in his pickup Thursday and refused to get out. He told the deputy she was "a woman from his past" and left when he told her he'd called for assistance. He said it's been an ongoing issue, so deputies advised how to go about obtaining a protection order.
