Highmark announces Sheehy as president-elect of Highmark West Virginia Inc.

PARKERSBURG — Highmark announced that John “Jay” Sheehy III has been named the president-elect of Highmark West Virginia Inc., effective July 21. He will become president of the organization on Jan. 3, 2026, upon the retirement of current president Jim Fawcett.
In this role, Sheehy will provide strategic oversight, vision and leadership of the Mountain State’s largest health insurer, which serves more than a quarter-million members across its employer-based, Medicare Advantage, Affordable Care Act and Medicaid products.
During his nearly 30-year career in the health industry, Sheehy has achieved consistent business growth while building high-performing teams and delivering a memorable customer experience. Sheehy has held numerous leadership roles related to underwriting, segment and product innovation. He most recently served as chief underwriting officer for health benefits company Gravie. Previously, Sheehy was senior vice president of product innovation for EmblemHealth, global head of health for AIG, and chief underwriting officer and head of healthcare reform for Aetna.

Fawcett is retiring after more than 35 years at Highmark. Fawcett had served as Highmark West Virginia segment president since 2016 and previously held other key leadership positions in National, Small Group, Strategic Markets and Medicaid. He was also instrumental in creating the Highmark West Virginia Charitable Fund for Health, which is dedicated to improving the health, well-being and quality of life of all West Virginians.
