Steubenville Police

Charged: A city resident was booked into the county jail after his live-in companion alleged he’d slapped her face “and then grabbed packing tape and attempted to wrap it around her face to stop her from screaming,” Wednesday. Police said David Graham, 43, 109 Aberdeen Road, was charged with domestic violence after the alleged victim called 9-1-1 and reported “there was some sort of physical altercation and … (she) was afraid.” Dispatchers had reported hearing “lots of screaming in the background,” but when officers arrived at the location they said Graham was outside smoking a cigarette and told them the disagreement was strictly verbal “and … she was supposed to be packing her stuff to move out of the residence” by the weekend. He said it never escalated to physical violence, but when they saw the woman police described her as “clearly upset and visibly shaken” and said, “both sides of her face (were) red as well as her neck.” She claimed they were arguing because she hadn’t packed her things and admits she made an “ignorant” comment to him. The woman alleged he “walked over to her and started slapping her across the face” while she was “crouched down beside the bed … screaming for help” and claimed Graham “was intoxicated,” police reported. Several of the woman’s children were in the house, police said.

Called in: A caller told police individuals broke into a property in the 500 block of Woodland and threatened everyone inside … including juveniles, with a gun, Saturday. A male who was inside the residence with two other juveniles said he didn’t see it because he was outside playing football, and the juveniles who were with him said they didn’t see what happened, either. They said the individuals “who were at the residence and saw the incident occur had left” and they didn’t know where they’d gone.

Water fraud: City water crews performing requested maintenance for a customer told police they noticed the meter had been tampered with so they replaced it, Friday. When they checked the service records, they discovered periods “where there is zero water use at the house despite the house being occupied,” police said. Based on the readings employees said it “appears the meter had been removed and later replaced for (about) one week a month to register some use, but then removed again,” and gave police records dating back to 2021 allegedly “showing the same pattern.” They estimate that about $2,900 in water was stolen, police said. The information was forwarded to the prosecutor for charges.

Learning new things: Police were dispatched to a residence in the 2400 block of Chestnut Street after dispatchers at the 9-1-1 center reported an open 9-1-1 line where (they) could hear an argument, Saturday. The resident, his cousin and the cousin’s girlfriend advised they’d argued and the female “admitted to holding the emergency button in on her phone but was unaware it actually called 9-1-1.” Both parties involved in the dispute advised all was well, and it never escalated to a physical altercation.

Hit and miss: A disturbance was reported at Washington Square Apartments and police said the couple involved “advised that they were arguing and both struck (the) other,” Saturday. They said his eye was red, but they didn’t notice any obvious injuries to her. The male didn’t want to pursue charges, but he did want her to leave, so an officer gave the woman a ride back to her apartment.

Damages: A motorist crashed into a tree blocking John Scott Highway at Sinclair Avenue, Wednesday. The driver told police “the roadway was dark and he did not see the tree (was) down.” Police said the vehicle had disabling damage.

Hammered: A Belleview Boulevard resident said her juvenile son “used a hammer to break into (the) bedroom” at the home she rents, Saturday. She said he breaks in “to steal items/money from the room.” She said he’s been “acting unruly for a while” and that she’s contacted juvenile authorities. Police advised her to file charges against the child. He’d already fled the home, so police checked the area but said there was no sign of him.

Moving on: An Adams Street resident wanted police to remove a man from her residence, Thursday. She said they’d been drinking and started arguing, so she wanted him to leave to avoid escalating the disagreement. She said the argument started “due to her wanting to end the relationship between them.”

Threats: A resident said a woman known to him is threatening to assault him and members of his family, Friday.

Storm damage: Police said a Chrysler parked near Prime Time had “heavy damage” to its trunk, rear window and left side, while the driver side, roof, hood and windshield of a Jeep in the same lot also was heavily damaged, Friday; A tree fell on a vehicle in the 1400 block of Belleview Boulevard, Friday. The owner said he was headed to Lawson Avenue when the tree hit his car, which police said had heavy damage to the rear and roof as well as numerous cracks across the windshield; A tree also came down on the porch of a house in the 1000 block of Adams Street.

Knock, knock, knocking: Police were advised “an individual who appeared intoxicated” was laying in an alleyway in the 1600 block of Ridge Avenue, Friday. Police were told the individual had been “in the alleyway for some time” but eventually got up and walked over to some houses in the area where he was “knocking on the front door areas.”

Trouble: Callers complained that a man known to police was “harassing persons entering and exiting” a downtown business, Saturday. Shoppers said he was “approaching them and asking for money.”
