Steubenville Police
Happy feet: A caller reported seeing a man “dancing in the roadway” in the 1000 block of Labelle Avenue, Sunday. Police located him, still dancing, and gave him a ride home.
Behavioral issues: A city resident said her juvenile son is unruly and leaves his room when he’s grounded “and, overall, rarely listens to her,” Sunday. She said they’d argued earlier in the day and he “became so upset that he tripped and fell into a bathtub and wall and put a hole in the wall.”
On edge: A city resident reported seeing her neighbors “looking…inside her apartment window” and said they were “purposely loud/beating and pounding on the walls” and had been “speaking in tongues,” Sunday. The neighbors told police they were not being loud and produced a video of the caller “yelling and…pounding (or) beating on the wall.” They said on one occasion she came to their residence and made a religious gesture before putting two small, hand-sized statues in their doorway. They claim she also took their shovel several days previously because she thought they were “hitting her apartment walls with it,” but she denied taking it.
Damage done: A McKinley Avenue resident reported his vehicle had been vandalized Sunday. He showed police scratches and dents to the back of his car “and residue from a red brick.” Police said there were broken red bricks laying in the roadway and on the sidewalk and “it appeared someone had thrown the bricks and hit the vehicle” over the weekend.
Reported: Someone reported hearing shots fired in the vicinity of Lincoln and Wilson avenues, Sunday. Police checked the area but found nothing amiss.
Big surge: A motorist trying to park outside a cell phone store said he had his foot on the brake but the car “drove forward, as if his foot was on the gas pedal,” Sunday. He said it happened once before. Police said the vehicle left some paint transfer on a concrete support pillar, while his headlight was broken and there was damage to his driver side fender. They suggested he let his insurance company know about the problems he’s having.
Tight places: A driver told police his foot “got stuck between his handicapped-assisted brake and accelerator pedals” and struck a vehicle at the downtown Speedway gas pump as well as another parked by the store, Sunday. Police said the car at the gas pump had heavy front-end damage and the rear of the parked car was heavily damaged, but no one was injured.
Booked: Aaron Jackson, 22, 310 Henry Ave., Steubenville, bench warrant (failure to appear) and obstruction, Sunday. Police said they spotted Jackson in the 1300 block of State Street but he fled. They caught up to him on Henry Avenue but report there were two women “standing on the porch” “screaming at him” to run. Another officer waiting in an alley “tackled him and (took) him into custody,” they said.
Pair booked: A driver and her passenger were both held in the county jail without bond after police discovered each of them had outstanding warrants, Sunday. Shaffon Scipio, 55, 1432 Oak Gove Ave., Steubenville, was booked for a probation violation and cited for driving under suspension. Her passenger, Richard T. Schoonover, 53, no fixed address, was charged with possessing drugs, possessing drug paraphernalia, resisting arrest and parole violation. Police claim that Schoonover struggled with them but once in the cruiser he allegedly admitted ingesting heroin. After he was medically cleared, he was transported to the jail where corrections officers subsequently reported finding “some sort of ‘lump’ in his stomach” during a body scan, police said. Deputies returned him to the hospital a second time to be medically cleared.
Two-fer: Police pulled a driver over for a loud exhaust and ended up taking her into custody on an outstanding warrant, Sunday. Briona Blanchard, 22, 723 Market St., Apt. B, Steubenville, was booked into the county jail without bond on the warrant, police said. She also was charged with possession of paraphernalia and was cited for driving under suspension.
Summoned: Michael Arthurs, 32, 224 Peacock Lane, Follansbee, theft, Saturday. Arthurs allegedly tried to leave Walmart with merchandise valued at nearly $74.
Cited: Angelise Rood, 20, 124 Hill St., Rayland, open container and failure to signal lane or turn change, Saturday. Police advised they found an open “Buzzball” in the vehicle, along with two packs of “Cutwater.” Neither Rood nor her two female passengers were over 21, police noted. Others cited: Christopher Starkey, 36, 358 Virginia Ave., Follansbee, driving under suspension; Thomas Welling, 30, 410 Maxwell Ave., Steubenville, driving under suspension and expired plates; Jordan Starr Gray, 33, 316Henry Ave., Steubenville, no operator’s license; Joseph Lee, 26, 111 Wanda St., Weirton, expired registration; Marisa Bartemes, 65, 2721 Whitehaven Blvd., Steubenville, failure to yield; the owner of tan blazer parked on the sidewalk near the intersection of Franklin and N. 6th avenues. Police said the owner had been warned “but continues to park there.”
