Steubenville Police
Friendly folks: Tenants living in a duplex in the 700 block of Kendall Avenue blamed each other for causing another dispute, Tuesday. The upstairs tenant complained to police that her mother and aunt had come to visit but the downstairs tenant “verbally accosted” them “about shoveling snow into a neighbor’s parking spot and voiced contempt for (them) parking their vehicle in front of the residence,” triggering an argument. The downstairs neighbor said there’d been “ongoing issues” with the upstairs tenants and her family since the woman moved in, including “arguments over parking spaces and drama from previous relationships.” That day, the downstairs tenant said her neighbors had another vehicle towed and that they’d “shoveled (their vehicle) out of the snow and (put the snow) into the parking spot of the next-door neighbor,” who came home and “saw the mound of snow in her cleared parking space and confronted them” so they told the next-door neighbor it was the caller and her family who’d done it which led to “a verbal altercation and … the (caller) and her family refused to leave them alone.” They asked police to trespass the caller’s mother and aunt or at least remove them from the property, but police told the downstairs neighbor they cannot remove another tenant’s guests and said they’d have to contact their landlord “regarding the current hostile living situation in the duplex.” Police also explained to all parties there are no assigned spaces or reserved parking spaces for anyone on city streets and it’s strictly first-come, first-served. They told the downstairs neighbors they should consider obtaining a civil protection order “due to the constant problems with the complainant and her guests.” All were advised that no crimes were taking place at that time “and the issues should be dealt with like grown adults or one party should look into moving out.”
Drafty: Someone reported seeing an individual “walking in the roadway without pants” in the 500 block of Ross Street, Tuesday. Police were unable to locate the individual.
Amped up: A motorist reported being assaulted by a bald man, about 5 foot, 5 inches tall with tattoos who he described as “buff” in the parking lot at the Fort Steuben Mall, Tuesday. He said the man pulled up in his pickup and began harassing him so he moved his vehicle “several times” but the man followed and parked in front of (him and his girlfriend), shining (his) headlights into (their) vehicle.” He said the last time it happened the male “exited the truck and approached their vehicle,” describing him as “irate” and then struck him on the side of his face before getting back into his truck. He said he followed his assailant but he “drove off at a high rate of speed” and after turning into the Cunningham Lane neighborhood” the man “turned off the headlights.” He said he couldn’t see the man’s plate number because it had a tinted cover that was covered with road salt. His girlfriend said the incident should be on camera because it occurred “due to them being in close proximity to the entrance of the pharmacy side of Wal-Mart.
Thirst quencher: A man who allegedly walked out of Wal-Mart with alcohol valued at just under $136 was taken into custody, Tuesday. Police said when they located the man he was “allegedly drinking it in the mall” and they booked him into the Jefferson County jail without bond due to a Steubenville Municipal Court order banning him from the store. Joel C.A. Greer, 34, 732 N. Sixth Ave., Steubenville, was charged with misdemeanor theft and contempt of court, police said.
Over the top: Police observed a woman in a gray Ford Bronco “drive over a partially-raised median on state Route 7, then drive the wrong way down the 400 block of South Third Street,” Tuesday. The driver told police she “did not realize the street was only one-way or that there was a median underneath the snow.” She was warned for the violation.
Heading out: A man involved in a disturbance in the 800 block of North Sixth Avenue told police when they arrived he was “already moving stuff out of the apartment,” Tuesday. He said they’d been arguing and she wanted him to leave. He told police he already had a ride on the way.
Fed up: A caller in the 200 block of North Seventh Street was complaining about a neighbor’s kids, Tuesday. Their mom said the kids “are restless from being stuck inside” and her neighbor called because he’s “annoyed with the crying.” Police spoke to the kids about “being respectful of others and listening to their mother.”
Booked: Two people walking on Lawson Avenue near Orchard Street ended up in police custody after they discovered both of them were wanted, Wednesday. Police said Kenneth W. Geiger Sr., 45, 1533 Euclid Ave, Steubenville, was booked for probation violation. His female companion, Mary H. Jackson, 44, same address, was booked for probation violation as well as possession of drugs and possession of drug paraphernalia after a substance believed to be methamphetamine and a glass pipe with residue were allegedly found in a backpack she was wearing, police said.
Booked: Harley Crowe, 32, 180 N. Fourth St., Apt. 713, Steubenville, warrant (Belmont County), Tuesday.
Summons issued: Jeremy Rayl, 48, 120 W. Main St., Hopedale, petit theft, Tuesday. Employees at Wal–Mart claimed they’d watched a man scan the bar code for a bar of soap to scan higher-priced items at checkout, police said.
Cited: Kevan D. Douglas, 76, 320 Lawson Ave., Steubenville, failure to control a motor vehicle and leaving the scene after a two-car collision Tuesday in the Steubenville High School parking lot next to the athletic building. Douglas told police the caller “pulled out and hit him” so he didn’t think he needed to stay there. He also claimed the caller “became aggressive with him when he exited his car so he went inside the building,” police said.

Third wheel: A Bloomingdale man complained his live-in girlfriend “had been drinking all night” and had gotten “handsy,” Monday. He said she’d been “grabbing him, but he could not detail how.” He said there was no hitting or pushing involved in the dispute but he had told her previously he wanted to break up with her “but she will not leave.” He said she’d been living with him for nine months and gets her mail there, so deputies advised he would need to ask a judge to evict her because she’s established residency. Another man living in the residence said he “just wants her out of the house.” The female said her issue is with the other man living with them “who always gets into their conversations and (tries) to chime in.” She said the other man “does not like her, and that’s the main issue” and denied being “handsy” with anyone, telling deputies if anyone had been handsy it was her boyfriend. She said she didn’t have anywhere she could go for the evening and just wanted to go to bed. Neither she or her boyfriend wanted to pursue charges, but deputies said the male roommate “was not happy” that they didn’t throw her out of the house.
Forgetful: A domestic dispute was reported at a residence on Kings Drive, Steubenville, Tuesday. Deputies said the two men involved were “observed to be intoxicated” and would say only that they’d had an argument, but it had been resolved. Another individual who was present said the two of them had “a wrestling match, but he did not see anyone get hit with any punches.” The homeowner claimed he’d been sleeping when the other male “came in and asked him a question (and) apparently didn’t like his response” and an argument started, but he “couldn’t remember what they were arguing about as he was…sleeping.” Deputies said they “couldn’t (get) a coherent response” from the other involved party about what caused the dispute, and said he claimed, “everything was fine.” Deputies said neither man seemed to want to tell (them) what had happened” and neither wished to pursue charges, even though the man who’d asked the inciting question “appeared to have some redness to his nose that looked as if it was bleeding but (he) claimed his nose is always like that in cold weather.” Deputies said one of them should leave for the night to de-escalate the situation so the question-asker got a ride home from the witness.
