Brooke County Sheriff

Charged: Robert M. Owings, 63, Burgettstown, driving while suspended for driving under the influence, Tuesday.

Charged: Zachary A. Starr, 30, 124 Eugene Loop, Follansbee, domestic battery, Tuesday.

Charged: Skylynn Liggitt, 23, Burgettstown, possession of a controlled substance and defective equipment, Tuesday.

Charged: Ashlynn M. Allen, 32, 3134 Orchard St., Weirton, possession of a controlled substance, Tuesday.

Steubenville Police

Common courtesy: A motorist who said he pulled into the parking lot near the UPS store to let his wife out, then went on to find a parking space told police a couple apparently were miffed that they had to wait a moment, Tuesday. He said while she was getting out the driver of a white vehicle he’d stopped behind started “blowing (his) horn.” When he pulled into a parking space the other man and his wife stopped near his car and “began to yell at him.” He admitted walking over to the other car to find out why the occupants were yelling and honking the horn and said both of them got out and the three of them argued and said he used his open hand to smack the driver’s side mirror on the white car “because they were threatening him and he knew the mirror was designed to move.” The other couple said the man had them blocked in, so they started honking their horn and after they backed out he “approached them, began to yell at them and hit their car.” Police said the couple’s side mirror was pushed in exactly as it was designed to do, but the couple claimed it had been damaged “and pointed to a small area where the paint was chipped on top of the mirror casing.” An independent witness told police that while she didn’t see the start of the dispute or the man smack the side mirror of the white car, she said she did see the couple in the white car “ambush” the other man’s wife as she exited the UPS store and said that couple was “being very aggressive” to the UPS customer’s husband.

Charged: Police serving warrants on a Jefferson County resident for identity fraud and domestic violence ended up charging him with a drug violation as well, Sunday. William G. Beswick, 50, 64 Ridgeland Drive, Toronto, was charged with felony possession of drugs after about 5.7 grams of a substance believed to be methamphetamine was allegedly found in his car during a traffic stop, police report.

Carded: A Lincoln Boulevard resident reported arguing with a man were “arguing over a cell phone sim card,” Sunday. When police arrived, they were told their assistance was no longer needed.

Didn’t bite: A Brady Avenue resident told police he posted an item for sale on Facebook Marketplace for $7 and was contacted by a buyer who said he was sending him the money and asked that he remove the listing, Tuesday. He said he got what he thought was the payment and an e-mail stating “his account would need $500 deposited to make it a business account” and the money would be credited back to him at a later time. He said when he opened the e-mail it “started to screen share with an unknown party” and was fearful his bank account had been compromised and was unsure of what to do. Police told him to ask his bank to freeze his account.

Vandalized: A Kendall Avenue resident said someone had “slashed all four tires on her vehicle” while it was parked in front of her residence, Tuesday. Police said the tires had puncture marks.

Booked: Dennis Rawson, 44, 1919 Majestic Circle, Steubenville, contempt of court (violating a no contact order), Sunday. Rawson told police he was unaware an NCO had been issued barring him from being in Walmart

Cited: Owners of three vehicles parked against the flow of traffic and another parked in a clearly posted “no parking” zone in the 400 block of South Sixth Street, plus two others parked on the sidewalk on South Sixth Street near South Street were all ticketed.

Cited: Sophia R. Locke, 34, 1335 Pennsylvania Ave., Steubenville, speeding.

Jefferson County Sheriff

Concerning: A caller reported a family member threatening self-harm, Saturday. Ambulance personnel said they were told the individual had ingested “Benadryl and drank a bottle of liquor” and was very upset but several times refused to go to the hospital despite deputies telling the individual they were going, willingly or not. They said the caller was intoxicated and at one point “stood up in an aggressive manner and puffed his chest toward the deputy” who, given the caller’s size and “being by himself in a house full of people,” drew his taser and advised the caller to get on the ground, which he did and the family member was transported to the hospital.

Concerning: A county resident reported someone was “trying to break into her house and burn it down” and had already killed her chickens, Friday. Deputies said she appeared “very frantic” and told them people were “outside her residence and in her basement” and showed them pictures of several bags of garbage by her driveway. A family member who was present reported she had said she was “awake all night because of the people outside the residence” but no one was there. Deputies asked the woman if she’d ingested something that would cause her to see things that weren’t there and report she admitted to “smoking two joints, a Four Loko and cocaine.”

Made her mark: A Wells township resident said a woman entered her home “unannounced and uninvited” and demanded to know “why (she) had a problem with her” and then hit her, leaving a mark on the resident’s cheek, Sunday. The woman then attempted to confront a male at the property but was stopped by her daughter, the homeowner said.

Big eater: A homeowner on township Road 378 complained to deputies that his brother “doesn’t pay rent and eats all his food” and he wants him out, Saturday. Deputies explained the eviction process to him.

Not talking: A woman said she was at a friend’s house, and her estranged husband was refusing to leave, Saturday. He told deputies he just wanted “to have a conversation to try to fix their relationship.” Deputies told him she didn’t want to talk at that point and they couldn’t force her to, nor could he.
