Steubenville Police

Not talking: A man was down in the 700 block of South Street, lying on the ground and “bleeding profusely from his forehead” but he refused to tell police what had happened or where he’d been, Thursday. Police said he “refused to answer questions” and when the Steubenville Fire Department’s ambulance arrived, he initially refused to go to the hospital, but they were able to make contact with his wife “and advised her of the circumstances.” He then agreed to go to the hospital, they said.

Bad fall: A woman was found on the sidewalk near the Ville, Thursday. Police said the woman had facial lacerations and swelling to her forehead and told police she was walking to her car when she “tripped on the sidewalk.” She was taken to the hospital for treatment.

Prudent decision: A representative of the owner of the former Macy’s property at Fort Steuben Mall needed help getting someone to leave the property, Thursday. The complainant said the parking lot “is now privately owned, and a vehicle was parked in it” and wouldn’t heave. Police said when they arrived the complainant pointed to the offending vehicle, but the driver decided to leave.

Dumped: Police on patrol spotted a vehicle parked near the 100 block of McFeely Avenue with heavy front-end damage, a broken windshield and airbags that had been deployed, Thursday. The plates were missing and it was left on private property, so the owners were advised they would have to file a vehicle trespass complaint so it could be towed. It has now been removed.

Bad decision: A Pennsylvania Avenue resident said a woman took a car without permission, Friday. He said she was “intoxicated” when she did it and while he’d purchased it for her it was registered to him. He told police he wants to file charges.

Junker: Residents in the 1400 block of Maryland Avenue complained of a vehicle that wasn’t moving, Thursday. Upon checking it, police said it had four flat tires and expired plates, so it was ticketed and towed.

‘Not me’: Someone reported a disturbance in the 900 block of Sherman Avenue, Thursday. Police said they located the couple involved, who told them “everything was OK and police assistance was not needed.”

Summons issued: Marta Cutlip, no age listed, 732 N. Sixth Street, Steubenville, failure to complete community service, Thursday.

Cited: Kathy Tulodzieski, 68, 742 Bantam Ridge Road, Wintersville, passing a school bus. An officer headed east on Sunset claimed he witnessed Tulodzieski’s vehicle go “past the school bus while its red lights were activated.” Also cited: Tomara Pulliam, 29, 402 Spring Ave., Steubenville, dog-at-large.

Charged: Jessica M. DiPasquale, 41, 1574 Township Road 246, misuse of credit cards, Monday.

Brooke County Sheriff

Charged: Richard A. Champ, 65, 110 Christine Place, Wellsburg, driving under the influence, open container and no seat belt, Thursday.

Jefferson County Sheriff

Raising Cain: A Tiltonsville resident reported seeing “four-five people fighting” in the 200 block of Mound Street, Friday. She told deputies the group was “in the street screaming and attempting to make entry” at the rear of a neighbor’s residence and had left in a silver car. Deputies said the occupant of the residence they tried to get in said she was “sleeping and did not hear anything,” but another resident spoke with them about what he’d witnessed and a fourth had security camera footage of the incident. After watching it deputies report three people got out of the car “and a female was screaming something about trying to find her sister,” and after trying to get the resident’s attention they got back in their cars and left.

A father’s fears: A Jefferson County resident reported his daughter was in “an uncontrollable mental state,” Thursday. He said she’d already left the house once “by busting down the front door” and he’s concerned because she has a history of “suicidal ideations.” Dispatchers said they could hear her “screaming loudly in the background, asking for her phone and other things.”

Nervous: A caller reported seeing “a bunch of people in and out of vehicles” in the parking lot at the Rayland Marina, Thursday. The caller told police they didn’t investigate because they were “scared to go outside and see what is going on and what they are doing there.” Deputies said when they arrived at the parking lot everyone had gone.

Driving dilemma: Dispatchers reported a woman in the 2000 block of Tweed Avenue, Steubenville, got hung-up in her driveway, Thursday. They said she was trying to turn around “and lost control of her vehicle and is afraid if she attempts to move the vehicle any further, she will go off a steep embankment. They said the woman was able to get the vehicle to safety.
