Weirton Police
Gary L. Swiger, 40, 1784 Hardins Run Road, New Cumberland, possession of a controlled substance-meth, possession of a drug abuse instrument, Brooke County capias, Dec. 10; units were dispatched to Brooke Street for reports of a male breaking out a window and leaving on foot. Officers located the male subject on Grant Street, discovering he had a capias through Brooke County and locating meth and a pipe in his pocket.

Steubenville Police
Bottled up: A city resident was charged with theft after employees at Kroger reported he fled the store without paying for alcoholic beverages he hadn’t paid for, Tuesday. Police said Joel Greer, 34, 717 Rosswell Ave., told them he’d been in the store “looking for an alcoholic beverage for his mother that they did not have” and any alcohol he did have he’d paid for. He said he’d had a bottle of alcohol and some eggnog in his hand “but put it back after he changed his mind,” police said, and when asked what was in his bookbag told them he “had bottles of alcohol that were already opened from Wal-Mart.” Witnesses allege they’d seen him grabbing an eggnog and “a special bottle of rum” that he stuffed “in his pants.” When they looked in Greer’s bag they reported finding a bottle of Malibu Strawberry Rum, a four-pack of Crown Royal whiskey/cola cans, a can of Four Loko Gold and two bottles of eggnog and that he told them he might have a receipt for but was unable to produce it. Police said they found “four additional small bottles of ’99 Peaches” in his possession when he was searched and allege he told them he’d been at Wal-Mart prior to going to Kroger and “must have thrown (the receipt) away.” When they warned him that the security tapes from Wal-Mart were going to be reviewed, they claimed Greer “changed his statement, saying that another person purchased the items for him due to him being on Wal-Mart’s banned list.”
Can’t fix what they can’t see: A tenant at Beacon House was being unruly, Wednesday. Police said they said the man “keeps complaining his heat is not working in his room but will not let maintenance in to check it,” but they told him if there was no emergency they couldn’t force their way in.
Let themselves in: A woman moving into a Park Street location said she was upstairs with her child when she heard a table fall, Wednesday. She told police she “yelled downstairs to see who was inside her house and they responded (by) asking who she was,” and when she told them she lived there they left. She advised nothing had been broken and when she went downstairs both doors were unlocked but they had been locked when she went upstairs so they intruder would have needed a key. She didn’t see them but said it’s possible the previous residents might have returned “due to them having a key.” She was advised to have the landlord change the locks.
Needed help: A man asked police for assistance, Wednesday. He said he “is homeless and that he was having mental health problems due to (his) situation.” They stayed with him until an ambulance arrived to take him to the hospital.
Disagreement: Two men were arguing “over items inside (a) residence” in the 300 block of Terrace Avenue, Wednesday. One of them told police he had someone giving him a ride and the other man said everything was fine “as long as (he) left.”
Alarmed: A minister at a church in Steubenville reported “some concerns about a former church member,” Wednesday. The minister said the individual had sent some “strange text messages.”
Moving on: A Rosswell Avenue resident wanted a family member removed from her home, Wednesday. The woman told police the family member had been living here for a few weeks and she believes “he has been stealing from her.” When they spoke with the family member he said he was already “packing his stuff and leaving.”
Disturbed: A city resident said she’d been out of town and when she returned, “she found that her shoes and jackets had been moved around and her makeup was missing.” She told police she’d lost her key recently but “does not believe anyone entered her apartment but was not sure.” Police suggested she ask the landlord to put a new lock on her door.
Reported: Someone reported hearing five shots fired in the vicinity of the 500 block of Union Avenue, Tuesday. Police checked the area but said they didn’t find any evidence of guns being fired nor anyone who had been injured. They said they spoke with residents out shoveling show who advised “they did not hear or observe any gun shots.”
Disappeared: Someone reported a woman in the 800 block of North Sixth Street being chased into a building, Wednesday. Police said they spoke with “a large group of people in the lobby” who all stated everything was OK and that no one came into the building needing assistance.
Cited: Veronica Grimm, no age listed, 128 Garden Drive, Wintersville, assured clear distance ahead following a two-car fender-bender on Stanton Boulevard at Calvin Jones Way. Grimm told police she was “blinded by the snow that was still in the parking lot and the sun,” police said.

What was he thinking: A Hammondsville resident told deputies his ex has been harassing him and his child, Wednesday. He said she’s bombarding them with calls and on social media for weeks and while he’s tried to block her she “has a test now phone and is able to change the number she contacts them from” and has gone so far as to call his employer “claiming he is on drugs” to get him fired and he just wants it to stop. He said when they were together she told him repeatedly “if he ever were to leave her she would ruin his life or kill him.” He was advised to get a protection order as soon as possible.
Troubled: A county resident reported two people “inside his house who are not supposed to be there,” describing them as “a blonde and a kid wearing camouflage pants and black shirt,” Tuesday. Dispatchers said he seemed unusually calm for having intruders in his home so they asked him if he’d seen them on a security camera. They report he told them he was home, then advised the pair “you’re not going anywhere.” Deputies went to the location and arranged for the man to get a mental health evaluation.
No grounds: A woman requested a well-being check of her children because family members caring for them “won’t let (her) talk to them,” Wednesday. They advised her that’s not grounds for a welfare check and eventually admitted “she knows (they) are OK but really wants to speak with them.”
Already gone: An East Springfield caller reported seeing a man “walking around the area seeming lost,” Wednesday. She said he was currently sitting on a snowbank. Deputies couldn’t find him.
Tired: Someone reported a person sleeping in a van in a church parking lot on Canton Road, Tuesday. Police said the driver told them she was “only resting after driving” and was getting ready to leave.
