Cold wave: A man was seen sleeping near Seventh Street Plaza, Thursday. Police said they had to advise him to “gather his things and find somewhere else to stay.”

Items recovered, man charged: A black backpack with an individual’s personal papers and an iPad inside was stolen from a car in the 500 block of Washington Street, Wednesday. The owner had placed air tags in the backpack and on the iPad and was able to track the location of the stolen items, so they were able to recover both of the missing items. Anthony Arthur Smith, 33, no fixed address, was charged with receiving stolen property and possession of methamphetamine, both felonies.

Theft charged: A city resident is facing charges after she and a juvenile allegedly fled the J.C. Penney store in the Fort Steuben Mall with nearly $500 in clothing they didn’t pay for, Wednesday. Police said two people matching the description of the alleged thieves were seen running across Mall Drive into the Schiappa Branch of the Public Library of Steubenville and Jefferson County, and said staff members who checked the restroom for them reported it “appeared they were changing clothes.” Police said the juvenile denied shoplifting until detectives found Penney price tags matching the shirt and jeans the child was wearing in the sink. The adult, Stephanie Johnson, 41, 180 N. Fourth St., Apt. 504, was charged with misdemeanor theft, while the juvenile was taken to detention “so the merchandise could be collected and (a family member) located.” store officials said the stolen merchandise totaled $475.

Didn’t go as planned: A resident in the 1300 block of Ridge Avenue said a woman known to him “stole a tire iron from his vehicle,” Wednesday. He said the two of them had been together earlier in the day but once they got back to his place they argued and she walked off with the tool.

Booked: Jon Paul Haight, 48, 474 S. Fifth St., Steubenville, warrant for failure to appear (Toronto county court), Wednesday.

Cited: Isabella L. Shaffer, 24, 131 Forest Hills, Wellsburg, failure to yield Wednesday at the Brady Avenue off ramp to Sunset Boulevard (westbound). Shaffer allegedly came off the ramp and “almost struck” one vehicle and then had another near miss with a cruiser, police said.

Cited: Keith W. Bodnar II, 1085 Fairplay Road, Bloomingdale, assured clear distance ahead after a three-car chain reaction accident Wednesday in the 200 block of Lovers Lane. Bodnar told police he wasn’t sure how it happened but the other two drivers told police they were stopped in the center lane facing north when Bodnar’s vehicle struck the second vehicle, pushing it into the first one.

Hung up: A woman reported an active domestic occurring in her car, Wednesday. She told deputies a male passenger was “attempting to take her purse and wouldn’t get out of the car” but the call ended and when they tried to call her back she didn’t answer nor could they find the vehicle where her phone last pinged. When they were finally able to speak with her she said she “was already in West Virginia and got her phone back” and she didn’t want to press charges.

Juvenile behavior: The owner of a carwash in Rayland reported someone in a pickup truck was “doing doughnuts and hit something,” Wednesday. No further information was available.

Fraud: Bloomingdale residents reported a theft from their CashApp account and unauthorized use of their cell phone and accounts, Wednesday.

Re-tread: A motorist on Lover’s Lane lost a tire, Wednesday. A deputy helped the driver get it back on the vehicle.
