Charged: Devin L. Plymire, 26, 1409 Pennsylvania Ave., Steubenville, failure to register as a sex offender, Monday.
Charged: Daniel K. Cawthorn, 68, 6 Morningside Drive, Wintersville, failure to register as a sex offender, Monday.
Jefferson County Sheriff
Disturbance: A Tiltonsville resident told deputies his wife the neighbor was “wigging out in their front yard” and was possibly involved in a domestic disturbance at his home, Monday. The neighbor’s mother-in-law also called in, telling deputies they were trying to get her daughter out of the house, but the husband who was allegedly wigging out was standing on the porch, refusing to let them in to get her things. The investigation was continued by Tiltonsville and Wells Township police. No further details available.
Tit for tat: Deputies stopped a vehicle in Steubenville and issued the driver a warning for littering, Monday. Before letting him leave, deputies said she had to clean up trash at the marina, Monday.
Family problems: Deputies report a Richmond resident said her son “attacked her and busted her phone,” Monday. She said her son called 9-1-1 first to report she’d pushed him off her and she took the phone from him to request their assistance.
Punching out: A caller reported seeing juveniles fighting at a pavilion in Tiltonsville park, Monday. The caller said the juveniles “fought three separate times” but had separated. One left with a bloody lip.
Steubenville Police
Panicked: Police responded to a medical panic alarm at a location in the city, Monday. They said the individual in question in the past has used the alarm to notify police of “disturbances and domestic disturbances” involving her spouse and once there, covered only with a towel, she told them “her husband was being mean, threatened to hit her and said he was filing for a divorce.” Police said her husband “was calm,” denied threatening her and told them she hasn’t been taking her medication, in contrast to their past interactions when he would typically be “highly agitated and belligerent” and there was no sign of a struggle in the residence. She insisted she doesn’t take any medication and didn’t want to go to the hospital for any treatment, though she also told them she had nowhere to go for the night. The two of them were advised they needed to keep their distance and avoid further problems.
Backfired: An employee at the midtown Speedway alleged a woman driving a silver Jeep Compass allegedly “came into the store acting belligerent and yelling at him and demanding things from him,” Monday. He said he told the woman her behavior was not acceptable, and she needed to leave because she wasn’t going to be served, but instead she continued causing problems until he called police. He wanted police to make sure the woman knows she isn’t welcome on the property. Police responding to the employee’s call allegedly spotted the Compass “driving at a high rate of speed” and “managed to catch up to the driver,” who ended up being taken into custody on a falsification warrant (Toronto county court.) Police said the driver and irate customer, Sasha Sims, 41, 1139 Oak Grove, Steubenville, also was warned to stay away from the store.
Making noise: A caller reported seeing a man standing in the middle of Maryland Avenue at Carnegie Street screaming, Monday. Police are familiar with the male, who was told he needed to “stay on the sidewalk and stop yelling.”
Problems at home: A Maryland Avenue resident said she and her husband argued “and he pulled her hair” though she’d waited an hour to report it, Monday. Her husband insisted it was just an argument and it never got physical. She didn’t want to pursue charges and told police she’d go to a family member’s residence for the remainder of the night.
Hissy fits: A female was allegedly harassing another woman in the 300 block of South Fifth Street, Monday. Police said when they located them the two were arguing on the sidewalk, and when they separated the two of them, each accused the other of harassment. Police stood by while the caller got home.
Crossing lines: A woman told police two men known to her came to a residence in the 1500 block of Euclid Avenue to pick up some items that had been left there but had not, Monday. While police were talking to her a male from a neighboring property walked over and caused a disturbance, they said. Police told him he needed to return to his own property, after which he complained the female caller had his license plates. Another female who was not at the residence advised she would return the plates after work.

Charged: Brian L. Dobbs, 45, 130 Windsor Ave., Wellsburg, fleeing an officer, Monday.
Charged: Joseph P. Harris, 33, Buckeye Lake, Ohio, wanton endangerment involving a firearm, Friday.
