Steubenville Police

Badly injured: A man ended up being flown to a Pittsburgh-area hospital after he was allegedly hit in the head with a brick in a parking lot in the 100 block of North Fourth Street, Monday. When they arrived, police said a bystander was “providing aid” to the man, who was breathing but not alert. Police said he had a large lump on his forehead with “a large amount of blood coming from his nose and mouth, and blood covering his hands and chest area.” Several bystanders in the area “all claimed they did not witness (what) happened)” and police noted there was no brick “anywhere near the victim” though there were large pools of blood on the cement where he was allegedly struck.

Escalated: An Oakmont Avenue resident said he saw a neighbor driving erratically and yelled for her to slow down, but after parking she and several others approached his house, Sunday. He said the female “began to scream at him and made several threats before pushing her hand into his face.” While police were talking to the man, the woman involved “came over and began to scream at him and stated he harasses her using the police.” Police told the woman to go back to her house and told her she needs to avoid the neighbor.

Peppered: A city resident said he was walking down the road when he was “pepper-sprayed in the face” by a woman known to him, Monday. He told police he didn’t want to file charges, but he wanted them to tell her to stay away from him. Police relayed the message to the woman. Later, the pepper-spray woman complained that “a woman she only knows by sight, not by name” walked up to her in a store downtown and threatened to punch her. Police told her a report would be on file, but as they were leaving the other woman approached and advised she was the female involved. She said she’d heard from several people the other woman “had threatened to mace her” and she was only trying to ask her why she’d said that. She denied making any threat.

He said, she said: A Sherman Avenue resident told police her ex won’t leave her alone, Sunday. She said he isn’t threatening her but is “constantly showing up at her door and testing her” and complained she’d told him “Multiple times to leave her alone and he will not.” Police said the male told them that “one minute (she) wants him at her residence and the next minute she doesn’t.” Police told him she “does not wish to speak with him anymore and to not return to the residence.”

Damaged: A man told police unknown subjects had tried to jack his van up two weeks ago while it was parked in the 800 block of Oakmont Avenue but “the jacks weren’t properly placed … causing damage to the undercarriage on both sides of the vehicle.” Monday. He said the locking mechanism on both doors also was damaged by them attempting to enter the vehicle.

Theft: A man said someone stole his wallet from one of his company vehicles while it was parked in the 300 block of Market Street, Monday. He said the wallet contained a debit card, which was used twice at an unknown Wal-Mart on Saturday.

Confusing: A caller in the 1400 block of Oak Grove Avenue said a woman known to her “had stolen (about) $230 off her,” Monday. She said she didn’t know how the woman got her information but said she’d called her to state “she took the money from her card because she owed her.” The woman who’d allegedly used the card said the caller “bought her a few groceries earlier and it was (about) $22.” She said she didn’t steal the caller’s money.

Reported: A woman in the 300 block of South Fourth Street said she was being harassed, Sunday. She said she’d been to the grocery store and a woman “began following her and her children around the store” until she left.

Assault reported: A man who said he dropped money off for a woman to buy her child a new computer said he was returning to his vehicle when he was accosted by another man who accused him of having nefarious designs on them, Sunday. He said he told the suspect to stop but instead he “struck him in the face three times.” He said he didn’t seek medical attention that night but after thinking it over, he wants to. Police said the man was bruised and had swelling.

Adulting’s tough: A couple in the 1300 block of Sinclair Avenue causing a disturbance told police “they were arguing about who was watching television and who was watching the children” Sunday.

Charged: A city resident was taken into custody after police were told a man had fled Kroger without paying for merchandise in his bag, Sunday. Wilson L. Emerich, 51, 1335 Euclid Ave., Apt. 3, Steubenville, was charged with misdemeanor theft after a hoodie, a hat and various food items were allegedly found in his possession, police said.

Damaged: A Spring Avenue resident complained a neighbor’s dog had damaged her baby gate, Sunday. She said her dog was on her front porch when the neighbor’s dog “ran up to her residence and pushed his head through the gate.” She fixed the gate herself. Police told the neighbor dogs are prohibited from running loose by city code.

Walk off: Employees at Wal-Mart allege a woman left the store without paying for a pumpkin, a blanket, a dress and a mum, Sunday. Police said it appeared her purchase was declined, and after she was also unable to withdraw funds from the ATM she walked out of the store without paying for the items.

Vandalized: An Oregon Avenue resident told police someone vandalized her father’s car, Monday. She said the front left tired appeared to be punctured with a sharp object, but while police observed a small laceration on the sidewall they were unable to determine if it was deliberately done or caused by the tire striking an object. Police said the laceration didn’t puncture the actual tire and no air was escaping.

Didn’t pay: Employees at Kroger said a male left the store without paying for detergent and food items, then fled in a silver Audi, Sunday.

Hit-skipped: A Mingo Junction woman said she was stopped at the red light near the intersection of Sunset Boulevard at Brady Circle West when another motorist struck the rear of her vehicle, Saturday. Police said she recognized the male driver and “even captured video and footage of (him) and his vehicle,” but even though they recognized him as well police said they couldn’t find him at his usual haunts. Police said the woman’s car had minor damage.

Bothered: A woman hiking in the woods by Union Cemetery reported being harassed by “a group of male subjects” as she passed them on the trail, Sunday.

Booked: Brandon Snider, 37, 878 Bantam Ridge Road, Wintersville, failure to appear, Saturday.

Charged: Dawn Tibbs, 53, 2008 Main St., Wellsburg, theft, Sunday.

Cited: Elriheimibnabu A. Holloway, 58, 1301 Arlington Ave., Steubenville, driving under suspension and expired/unlawful plates; Adrian A. Ferroni, 49, 2807 Whitehaven Blvd., Steubenville, no operator’s license; Brittany Rodgers, 27, 3865 state Route 152, Dillonvale, no operator’s license; Raven Harris, 37, 833 Lincoln Ave., Steubenville, driving under suspension.

Smithfield Police

A Dillonvale man was taken into custody on multiple charges after he allegedly barricaded himself in his home during a domestic dispute, Thursday. Authorities said Mark Riley, 50, 5054 state Route 152, was charged with domestic violence, inducing panic, resisting arrest, having a weapon under disability and improperly discharging a firearm at or into habitation. Smithfield Police Sgt. Jacob Still said Riley was “highly intoxicated” and had armed himself with a gun, which was reportedly fired once during the alleged disturbance. He said five family members were in the house when they arrived and all were uninjured, including two children who were escorted to safety by a sheriff’s deputy who’d responded to the call. Still said Riley eventually stepped out of the house to speak with them and some point an officer “tackled him from behind and got the gun out of his hand.”

Jefferson County Sheriff

Mistaken: An East Liverpool woman told deputies she’d seen what she believed to be a body in a plastic bag on the bank of Yellow Creek in Hammondsville, Friday. A deputy entered the water “and discovered the item to only be a boating innertube.”

Neighborhood wars: A Bergholz woman said her neighbor “just threatened to shoot her and her husband,” Sunday. She said the neighbor was in his house yelling at their children, so her husband walked to the property line and told him to stop yelling at them and claimed the neighbor called him an offensive term and “said he would shoot his house up and his family.” The neighbor was not at his house but someone who was there told deputies man had been yelling at him, not the caller’s kids. He alleged the caller’s husband came onto the property yelling that he would “beat his” backside. All involved were told to stay away from each other.

Fraud: A Bloomingdale woman said someone used her personal information to open a bank account in Pennsylvania, Monday. She said she got an e-mail from her bank about account changes to an account that had been opened “with new e-mails and updated information.” She said she put a stop to the account. Deputies advised her to contact Social Security as well.

Theft reported: A Wintersville man said someone entered his home while he was sleeping and stole car connectors from his basement, Monday.

Trashy: A caller said someone had dumped junk on a Warren Terminal lot, Monday. The caller said several pieces of furniture and bags of trash had been tossed.
