Steubenville Police

Can’t help himself: A man in the 1300 block of Pennsylvania Avenue was harassing utility workers, Monday. The workers advised the man was yelling at them “for no apparent reason” and pointed out the male involved, who took off running when he saw police going toward him. They found him in a yard in the 1300 block of Oregon Avenue, holding an open can of beer. After the homeowner advised the man did not live there and was not welcome on the property, police dumped his beer and told him he “(can’t) be drinking alcohol while walking in public” and then a neighbor told police the man could stay with him. A few hours later police were called to Franciscan University of steubenville area after multiple callers reported being harassed by a man. Police arrived in time to see the same man “walking … through the parking lot and into a grass lot.” He was advised he is not welcome on that property, either.

Making parents proud: Employees at Wal-Mart said a group of high school-age kids was “causing a disturbance,” Monday. The manager told police after disrupting things in the store all of the teens “eventually entered (several) lifted pickup trucks with under-glow in the parking lot” but continued to harass staff. They were gone when police arrived, so officers in Steubenville and Wintersville looked for them.

Ran off: A male driver believed to be a juvenile fled on foot during a traffic stop, Monday. Police said they’d noticed the vehicle, a gray Hyundai Azera with only one working headlight, but after they pulled his vehicle over the driver fled through a yard and into the alley behind Maryland Market

Hoofing it: Two men had to exit a rental vehicle after police discovered neither of them was on the lease during a traffic stop, Monday. One of the males said his mother had leased the vehicle and he was using it for school, but when police spoke with the rental agency they advised they were sending someone to pick it up. Police relayed the information to the men, and after making sure they weren’t armed the two were allowed to gather their belongings and leave. While they were making an inventory of the vehicle, police spotted a small, white rock substance believed to be cocaine base on the passenger side floorboard but the two had already left the area. Police notified the rental company of their finding and advised employees “to have the car cleaned thoroughly.”

Phone fighting: Someone in the 100 block of North Fourth Street told police a neighbor “would not stop yelling,” Monday. Police said they could hear the commotion when they arrived at the building and said the man causing the disruption told them all was well and “he was only having an argument with someone on the phone.”

Being noisy: A disturbance was reported in the 3100 block of Johnson Road, Monday. A resident told police “He was drinking and had yelled at his dog,” but he had already gone into his house. Police told him he needed to stay there.

Gassed: Two people were seen arguing in a car in the 500 block of Stanton Boulevard, Monday. Police located the pair, who advised they had been arguing but all was now well. Their vehicle had run out of gas, so police waited while they found someone to bring them gas.

Close call: A Steubenville man was charged with burglary after an Elm Street resident told deputies he tried to force his way into his home, Sunday. Deputies said Brandon P. Wineman, 44, 241 Maplewood Drive, was charged with trespass when a person is present, a felony, and criminal damaging after the homeowner told them he’d heard someone trying to get into his house and, thinking it was his girlfriend’s mother, opened the door. He claimed the man “attempted to push past him … and demanded to come inside, (insisting), “You’re going to let me in.” The homeowner alleged the intruder was spewing profanities at him as he shoved him out of his house, locked the door and grabbed his AK-47 before calling 911. He said the man “began pounding on the doors and windows” then walked into the yard. As deputies arrived, they said a man was crouched on the ground, and when he saw them, laid down “attempting to conceal himself from (them).” The homeowner told police his front window had a hole in it that hadn’t been there earlier. Deputies reported Wineman was “highly intoxicated.”
