Steubenville Police

Wake up call: A city resident was taken into custody after he allegedly threw street debris at a woman in the 900 block of Pittsburgh Street and tried to run her over after she asked him to turn his radio down, Wednesday. The woman and her husband told police their family was awakened around 3 a.m. by the music blaring from a car parked across the street. The woman said when she told him there were young children living on the block he “began cursing at her and got out of the vehicle and began to act irrationally, picking up rocks in the street and throwing them at her and her husband.” One of the items he allegedly threw was a piece of concrete weighing about five pounds, police said. The woman said she left her porch to try and get his license number the man “put the vehicle in reverse and then attempted to run her over, nearly missing her and then nearly missing a utility pole in front of her (home)” before he fled the scene. Her husband told police the male appeared to be “under the influence of something,” and a neighbor said he witnessed the entire incident and confirmed the male had thrown items, police said. Police said they located Rodney Gene Barnhart, 35, 2510 Sunset Blvd., Steubenville, nearby and charged him with aggravated menacing. They said Barnhart “admitted having some kind of verbal argument with a female but would not elaborate further.”

Unsafe: Police spotted a car in the northbound lane of state Route 7 near Mr. Fuel with its flashers on, pushing a disabled vehicle with two people “riding in the trunk area with the hatch open,” Tuesday. Police told the owner of the car that broke down they needed to get it off the road but she and her male passenger “insisted on getting the vehicle home,” so they told her it needed to be parked. The male pushed the vehicle to the Cardello’s lot and police told the woman “not to attempt to move the vehicle across state Route 7.”

Dispute: A woman complained that her friend “was not allowing her to get property out of the apartment and her juvenile son was refusing to go with her,” Tuesday. Police told the woman property disputes are a civil matter that would have to be addressed in court, and the child “said he was not in any danger and wished to stay there due to (his mother) not having any other living arrangements currently.” The caller agreed to let him stay with the friend “until she found a suitable place to stay,” but her boyfriend complained he also had property upstairs that the homeowner wasn’t allowing him to retrieve. Police again explained that property disputes must be resolved in court.

Damage done: A woman in the 1200 block of Pennsylvania Avenue said overspray from a painting project at a neighboring property had landed on her vehicle, Tuesday. She showed police several spots of paint on the vehicle that another person was attempting to clean. The neighboring property owner advised she was aware of the situation “and working to get the paint cleaned off,” police said.

Hit-skip: A motorist said he parked in the Hollywood Plaza parking lot and was trying to get out when a black Chevy Colorado pulled in, striking his mirror and leaving a small chip in his paint, Tuesday. He said the other driver “was confrontational” and left before police arrived, but he did get the man’s license plate.

Drugs: A male in the 700 block of North Fifth Street was overdosing in the roadway, Tuesday. Police said the man was “bending backward” and appeared to be asleep, and when they pulled up beside him they determined he was “overdosing and nearly falling over.” They said his behavior was consistent with fentanyl overdose and a family member at the scene confirmed he has an addiction. Firefighters attempted to speak with the man but said he “kept passing out” so he was taken to the hospital for treatment.

Drunk and disorderly: Employees at a downtown gas station said they’d asked a woman who appeared “highly intoxicated” to leave the store but she “remained on the property causing a disturbance,” Tuesday. Police said the woman told them “she was there to buy cigarettes and that the female employee refused to serve her.” Police said she did appear to be intoxicated, and they could smell “a strong odor of alcohol” on her breath and told her the employees didn’t want her on the premises, and she needed to leave.

Closed to visitors: Police chased the occupants of two vehicles parked at Pico Park after hours away, Tuesday. They were advised the park was closed and they needed to leave.

Booked; Jaysean Quinn, 24, Pittsburgh, domestic violence, menacing and disorderly conduct, Tuesday. Police responded to a request that they remove a man from an Oregon Avenue property said the man “balled up both his fists and stuck his chest out in an aggressive manner” when he was told to step off the porch and speak with an officer, telling the officer “or what … before lunging forward as if he were going to strike him.” Family members told police there was an argument and he grabbed one female’s hand and” twisted it back toward her body, causing significant pain” and threw a water bottle at another’s face.

Cited: Fred Drakes, 76, 513 N. Fifth St., Steubenville, and Beverly J. Anderson, 61, 48759 Annapolis Road, Hopedale, both for speeding; Samuel L. Metz, 70, 113 Fernwood Ave., Weirton, speeding and driving under suspension; and Christian T. Frazier, 24, 959 Sherman Ave., Steubenville, operating a motor vehicle on a temporary permit (no licensed driver in vehicle) and a stop sign violation.
