Steubenville Police

Funny business: A caller reported a disturbance at a residence in the 100 block of Fellows Drive, Steubenville, Thursday. The caller said a red truck “keept pulling in and out of the driveway and a male and female were screaming at each other and possibly throwing things.” Police spoke with the female, who said her boyfriend was upset because she didn’t want him to spend the night and grabbed her cellphone and then left, but kept coming back. She said she tried to use her Alexa to call for help, but it wouldn’t work so she “was hoping a neighbor heard her yelling and call police.” She told police he doesn’t live with her, but when he pulled up again, he told them otherwise. Police said he drove up to the residence “smiling and began giggling” and confirmed they’d argued so he grabbed her phone. When police asked him where the phone was, they said he “began to play games with the question before stating that he originally bought it and gifted it to her and now he took it back” and continued to laugh. He eventually admitted he hid it in the house and the female was able to locate it, then told police she’d kicked his car door and “wanted to know what (they) would do about it and that (she) was going to pay for damages.” Police said the only thing they saw on the door was “a dusty shoeprint” that she told them she put there “after he took her phone and continued coming back to her residence.” Police advised the woman to go back inside and told him he needed to leave, reporting he did but told them “he was having fun in life.”

Overstayed: Police were told a man was “causing a disturbance” in the downtown Speedway, Saturday. They said the male was in the parking lot and said his wife had gone into the store to buy gas “and during the transaction, was disrespected by a male cashier.” The man said he went inside to confront the cashier, claiming the clerk “walked around the counter and began pushing him out of the store.” Inside, police were told something went wrong when the clerk rang the transaction up and the wife was told she needed to do it again, “which (started) the argument.” Several customers were in the store at the time and one of them told police the woman’s husband entered the store and started arguing with the clerk who “continuously told (him) to leave the store due to his behavior and creating a disturbance,” but he refused and instead “began getting extremely close to (the clerk) and moving his arms near (the clerk’s) face.” The clerk said he was fearful the man was going to strike him “so he punched him away to create distance.” The witness said the husband was “in the clerk’s face and waving his arms around” and that he “grabbed (the clerk) by his shirt, at which point the (clerk) grabbed him and began pushing him out of the store.” The husband demanded to see video footage and wanted the names of the clerk and manager, but police told him he would not have access to any video at this time and a report would be filed. Police remained at the location until the couple left, but not long after the two of them were at the police station to file a report. Police gathered information from the pair but advised them the report was not complete and they’d need to return.

Bright idea: Owners of a building in the 700 block of North Sixth Street checking his surveillance cameras spotted a man behaving suspiciously, Friday. The man had walked behind the building, and when police checked they found an “extension cord running from the back of the building going to the adjacent … back yard on Ross Street.” A man at the Ross Street location said he “wanted to borrow power and attempted to contact the people in the building.” Police told him he “cannot borrow power and made him unplug the extension cord.

Sobering: A woman in the 800 block of Market Street told police “there was some kind of altercation between her and her juvenile son,” Friday. Police said she was “highly intoxicated” and didn’t want to pursue charges, telling them the juvenile left prior to their arrival.

Handled it herself: A caller reported a male “chasing a juvenile with a weapon” in the 1300 block of Sinclair Avenue, Friday. Police said they were unable to speak with anyone at the residence, but a few minutes later a woman contacted them to report there was “an incident” between her juvenile son and the male “however, she had handled the situation.” She refused to say anything more and told police they weren’t needed.

On the hunt: Police report a bicyclist “actively pedaled faster” and appeared to be trying to elude them when he saw a cruiser patrolling near Webster Alley, Sunday. They said the man cut across several streets and pedaled through a redlight without stopping before they stopped him in the 400 block of North Fourth Street. Police said when they asked the bicyclist, identified as Shawn M. Oxley, 43, 180 N. Fourth St., Apt. 712, Steubenville, why it seemed like he was trying to evade them, he said he was “trying to go pick up cigarette butts.” Oxley was charged with possession of drug paraphernalia after police allegedly found a hypodermic needle in a bookbag he was carrying, police said.

Attention getter: A woman in the 800 block of Market Street said she needed police but wouldn’t tell dispatchers why, Saturday. When police arrived, they said she “would not answer the door,” telling the responding officer she’d need to open the door. The officer pushed the door open slightly and noted all the lights were out and the woman “advised that she did not call … and did not know why (police) were there.” She was asked to come outside and talk with police, but she refused, telling the officers to come inside which they declined, telling her they “did not believe it was safe” to do so. The woman again said she “did not know why (police) were there,” so they warned her that if she continues to call 9-1-1 without actually needing assistance, she could be charged. Another officer attempted contact not long after and reported she came to the door that time, repeating that she “did not know why they were there and that she did not call.” She said nothing had taken place that night and “even if something did, police would not do anything about it, anyways.”

Kicked the can: A caller complained juveniles were kicking trash cans over in the 800 block of Rosswell Avenue, Friday. Police located some kids and told them to knock it off.

Reported: Callers reported hearing a woman screaming for help in the vicinity of the 1200 block of State Street, Sunday. Police checked the area but didn’t locate anything amiss, then got another call about a woman screaming in the vicinity of Wilson Place. Police spoke with a Wilson Avenue resident who said she was OK and didn’t hear anything.

Hit and skipped: A caller reported a disturbance at the downtown Speedway, Friday. A woman told police she was at the ATM when she got in an argument with a man who hit her before leaving the area. She didn’t want medical attention or charges filed.

Nothing there: Someone reported hearing shots fired in the 1400 block of Oregon Avenue, Saturday. Police checked the area but found no signs of trouble.

Booked: Joshua Coffman, 42, 307 Union Ave., Steubenville, possession of cocaine and possession of drug paraphernalia, Saturday. Police on patrol say Coffman drew attention when he looked back at the cruiser “and then began walking at a faster pace, concealing his face.” Coffman jumped a fence and was hiding in some bushes near Circle K when he was taken into custody, they said. Police allegedly found a pipe in his pants pocket and a small baggie containing a white, rock-like substance believed to be crack. Coffman also was served with a warrant (Municipal Court) for probation violation, they said.

Charged: Jason D. Rodgers, 43, 3106 Orchard St. (rear), Weirton, falsification, Friday. Police said Rodgers initially gave them a family member’s name and two different dates of birth before finally identifying himself properly.

Served: Allison Pool, 39, 1308 Oregon Ave., Steubenville, warrant for felony theft (Carroll C0unty), Saturday.

Mowder, 38, 1312 Arlington Ave., Steubenville, failure to appear for trial (Municipal Court), Saturday; Steven Roberts, 37, 732 N. Sixth St., Steubenville parole violation, Sunday.
