Brooke County Sheriff

Charged: Francis E. Shriver, 48, 51 27th St., Wellsburg, domestic battery, Saturday.

Charged: James M. Shifflett, 45, 1079 Boyd Road, Colliers, domestic assault and impersonating a law enforcement officer, Saturday. Brooke County sheriff’s deputies responded to a 911 call from Shifflett, who had identified himself as a state trooper. Upon their arrival, they learned that Shifflett wasn’t an officer, had threatened to kill a family member and had a history of mental illness. They said he declined to be transported for a mental health evaluation.

Charged: James J. Howard, 37, 1217 North Fourth St., Toronto, possession of a controlled substance, Monday.

Steubenville Police

Missed her chance: Callers in the 400 block of N. 4th Street reported a woman “possibly being assaulted and robbed by someone in a red ruck,” Tuesday. Dispatchers reviewed camera footage and confirmed a male had “assaulted a (woman) and forced her into (the truck),” and police pulled the alleged driver over a block away but the woman declined medical assistance and would not pursue charges against the man.

Copper thief: Someone broke the lock on a door between an old shoe store and the Macy property over the weekend and stole “a long piece of copper pipe” from the ceiling, reported Monday.

Fraud victim: A Lawson Avenue resident checked his credit report and discovered someone had opened two credit cards in his name, Monday. He said he didn’t open the accounts nor did he give anyone permission to open them.

Buyer be aware: A woman who purchased a property at the northwest corner of Plum and Henry Avenue thought three trailers that were on it, two of them with a boat, came with it but a man said they belonged to him and his son, Monday. He admitted he didn’t own the land but told police he was willing to move the trailers. After speaking with the county treasurer’s office he was allowed to move the trailers and the buyer was advised she could file a small claims suit.

Causing problems: Steubenville firefighters trying to get a man into an ambulance had to call police for help because “another resident became aggressive,” June 2. The situation was resolved by the time police arrived.

Wants him gone: A woman in the 400 block of S. 6th Street wanted a man removed from her property but police told her they couldn’t help her because he’d lived there two months and had established residency, Monday. She told police he’d tried to leave with her car so she threw a brick at it. Her live-in said he “got angry and threw the car keys behind the residence” and let police go through his bag and pockets to confirm he didn’t have them. Police advised them to separate at least for the night to de-escalate the situation but he didn’t want to go, so police told the woman if she still wants him out she’d have to go through the eviction process and if she wants full custody of their children she’d have to go to court. She said he’d been abusive in the past so police advised her that if she feels threatened or tensions escalate, she should call them.

Two charged: A Mingo Junction woman was taken into custody after an alleged shoplifting incident at Walmart, Monday. Police said Charlene Peace, 36, 103 Ravine St., was charged with petit theft and possession of a drug abuse instrument, a used hypodermic, after she allegedly tried to leave the store without scanning and paying for all of the items in her cart and scanned a higher-priced item with a $6 tag. Police said the man who drove Peace and an unidentified male companion to the store, Matthew Liggit, 45, 109 Sabrina Drive, Wintersville is facing a drug possession charge after they allegedly found a bag containing a substance believed to be methamphetamine in his wallet. He also was served with a Toronto County Court warrant alleging aggravated possession of drugs and failure to appear, police said.

Light-fingered juvenile: A resident in the 400 block of Union Avenue reported a bicycle had been stolen from the property and later returned, Monday.

Dog attack: A woman in the 400 block of Darlington Avenue said a dog killed four kittens on her back porch, Monday. Police said the porch was in disarray, with the grill moved and several items knocked over. The carcasses of the four kittens were still on her porch. A neighbor told police the woman had already confronted her because her dogs got out of her back yard but insisted they wouldn’t harm cats. The dog owner, Jamie Smearman, 37, 419 Darlington, was cited for dog-at-large.

Throwing stones: A man wearing a green shirt allegedly threw a rock at a vehicle on state Route 7 near the marina, Monday. Police were unable to find him.

Radio silenced: A man working on his car in the 1500 block of Pennsylvania Avenue had his radio too loud for neighbors, Monday. He turned it down when police explained the problem.

Too noisy: A resident in the 700 block of Market Street turned his radio down after police told him someone had complained about the noise, Monday.

Same old thing: A resident in the 500 block of S. 4th Street told police his son was “causing everyone to be miserable,” Monday. He said it was “the same issue as in the past,” and police recalled telling him last time he would need to have him evicted through the court.
