Jefferson County Sheriff

In trouble: A male removed from an area bar after a fight started “calling and threating and harassing” employees, Saturday. The owner said the man had already been banned and had left the premises, but he turned up outside a family member’s house and was causing problems there, deputies reported.

Trashy: A caller reported a man “throwing things in the road and banging on the door” of a property on township Road 391, Toronto, Monday. Deputies said the parties were “in an altercation over trash being in the front yard of the property,” but once they arrived decided they could “handle the matters civilly among each other and did not need law enforcement” to referee them.

Alcohol-fueled: A Two Ridge Road resident wanted her boyfriend to be removed from her home because he was “highly intoxicated and refusing to leave,” March 22. Deputies said the two were “separated for the night within the residence.”

Mistaken: A caller in Mingo Junction, reported seeing two muzzle flashes and hearing two gunshots along with a woman screaming in the area of East 1st Street, Monday. Deputies said a woman told them she’d tossed four firecrackers.

Bothersome: Deputies were asked to check township Road 1100, Dillonvale, for kids riding dirt bikes in the street, Monday. Deputies located the kids, who told them they were only riding on private property.

Booked: Stephanie A. Ferich, 61, Columbus, failure to appear, Saturday; Deondre D. Banks, 26, Morningside Drive, Wintersville, warrant (Jefferson County Common Pleas Court), Monday; Latannae N. Birden, 805 Market St., F, Steubenville, failure to appear (Dillonvale County Court), Monday.

Booked : Deputies said the front door to the Jefferson County Courthouse had to be locked temporarily so deputies on duty there could assist with getting a Steubenville resident allegedly causing a disturbance outside the magistrate’s third-floor courtroom to leave the building, Tuesday. Charles DiPalma, 516 N. Fourth St., Steubenville, was charged with trespassing, disorderly conduct and obstructing official business after he allegedly was being argumentative and consistently repeated that he didn’t have to leave, deputies reported. Court staff told deputies the resident who’d filed for the protection order against DiPalma missed the hearing, upsetting DiPalma, who “demanded the case be dismissed and (that) he be (allowed) to retrieve his firearms that had recently been (confiscated) due to the protection order,” but instead it was rescheduled. They said he left the courtroom “but repeatedly advised he had questions and demanded they be answered” even though the staff kept telling him they are not permitted to offer legal advice, and he should contact an attorney. Deputies said the clerk felt intimidated because DiPalma went back in her office demanding answers and instead called security, and when he continued to refuse to leave the courthouse he was taken into custody. Deputies said other residents waiting for their cases to be heard had to be removed to another area for their own safety.

Devious: A Florida man said he let his brother stay in their late mother’s house in Amsterdam, but he’d fallen behind on his rent, Tuesday. He said he’s trying to have his brother evicted but unbeknownst to him his brother called the Department of Taxation and changed his contact information so that any mail meant for him would go to the Amsterdam address instead. He said he’d already changed had his correct address restored but wanted it on record at the sheriff’s department.

Money missing: A woman said a 5-gallon jug of coins and cash belonging to her younger brother turned up missing after they started moving his things out of their family home, Tuesday. She said her cousin was the only other person who had been in the house and when she asked her about it, became defensive. She estimated the jar contained about $1,500. Deputies left a message on the cousin’s phone asking her to return their call but as of Wednesday they hadn’t heard from her.

Steubenville Police

Shake down: A woman allegedly feigned a dog bite in the 200 block of South Fourth Street in hopes of making some money off its owner, Tuesday. Police said the woman claimed the dog had bitten her right leg and left foot as she entered her apartment, but neither they nor Mingo Junction firefighters found any swelling, bruising or puncture marks on her. The dog’s owner, Michael Carr Jr., 207 S. Fourth St., Steubenville, told police he was sitting on the front step of his vape shop when the woman walked by. He said his dog, a very young bulldog walked up to her and when she kicked at it, the dog ran back to him and the woman “started screaming.” When he tried to talk to the woman, he said she claimed the dog bit him and when he told her that didn’t happen, “she (asked) ‘how much will you give me” and demanded money. Carr admitted his dog was not on a leash so he was cited for having a dog at large, police said.

Tax fraud: A Sherman Avenue resident showed police a picture of his $900 tax refund check and said his ex-wife had it and was refusing to give it to him, Tuesday. He told police she “knew all of his information” and had filed his taxes. He was advised to contact the IRS for documentation that she had filed his taxes, then bring it to the detective division. He said his ex left the area before the police arrived, so they searched locations she was known to frequent without success. Police said it appeared the check had been mailed to the address where she is known to reside.

Tight spot: An Oregon Avenue man standing on his front steps while helping his wife back their truck up to the porch lost his balance, Tuesday. Police said the truck hit him, pinning his leg against the step. Steubenville EMS transported him to the hospital.

Neighbor issues: A Rosslyn Boulevard resident told police she saw a neighbor she’s been having problems with walking past her home with a whiskey bottle, then minutes later with what she believed was a pistol concealed in his waistline, Tuesday. She claimed he began “cursing her and stated that he was going to ‘pop’ her dog.” She brought the dog inside for safety, but later when she peaked her head out the front door to see if the neighbor was still outside “he screamed across the yard from his residence,” calling her a derogatory name. Later one of his friends came by and tried to calm him down but the man left when police arrived. Police said the man was on his couch when they arrived and when he finally came to the door, spoke through the glass demanding to see a warrant. They told him no warrant was needed and warned him if he continued to cause problems he could be arrested.

Determined: An Oregon Avenue resident told police several loose dogs in the neighborhood had damaged his car, Tuesday. Police said his vehicle “had a large amount of damage to both front fenders,” with “claw and bite marks” on them. A neighbor reported seeing two dogs “biting and scratching his vehicle as they were trying to reach a cat that had crawled into his inner fender.” No one knew whose dogs they were, and police advised the man to contact his insurance company.

Booked: City police report one person was taken into custody after police searched a Steubenville residence and a vehicle Tuesday looking for a stolen gun and a juvenile allegedly in possession of a gun, Tuesday. Kory Smith, 39, 1043 Main St., was charged with felony theft and having a weapon under disability, police said. Police allege the gun was found when they searched the vehicle “related to the occupants” of the residence. A second individual, a female, also is facing charges, they said.

Drug addled: A man was banging on the windows at the shelter in the 100 block of North Sixth Street asking to be let inside, Wednesday. Management said he’d been removed from the property a day earlier “due to drug use in the facility.” He then requested an ambulance.

Bad reaction: A man was irate when employees at a Sunset Boulevard business told him loitering wasn’t permitted and advised him to leave, Tuesday. The employee said the man “began to call him a meth head and started filming him with his phone,” but left when police were found. Police located the driver, who told them he hadn’t been in the lot for long and the clerk “had an attitude” and they’d argued.

Rebuffed: A North Sixth Street resident said a man broke her door handle because she wouldn’t let him in her apartment, Tuesday. She needed a police report for management.

Window watcher: Police were asked to check on a juvenile seen “hanging out a window” in the 900 block of North Sixth Street, Tuesday. They checked the area but were unable to locate a child in a window or even any open windows.

Disorderly: Employees reported an intoxicated male causing problems at a business in the 1000 block of Lincoln Avenue, Tuesday. They told police he left before they got there.
