Blaine M. Sable, no age provided, 189 Basil Drive, Weirton, three counts assault on an officer, obstructing an officer, brandishing a weapon, public intoxication, Jan. 1, arrested following an incident on South 13th Street.
Charles Keith Castner III, 21, 3232 Elm St., Weirton, domestic battery, Jan. 4, officers responded to a report of a domestic incident, arriving to hear a female calling for help, entering the home and preventing continuation of the incident.
Leroy Richard Koepfinger, 57, 113 Lisa Court, Weirton, two counts obstructing an officer, two counts assaulting an officer, Jan. 9, officers responded to a complaint of a male walking on Culler Road reportedly attempting to enter passing vehicles. Upon arrival, the subject reportedly did not comply with orders and threatened officers with a knife.
Joseph Truan, 19, 502 N. Chester St., New Cumberland, possession of marijuana, Jan. 9, arrested during a traffic stop for a red-light violation

Steubenville Police
Kicked: A woman in the 1500 block of Maryland Avenue was “punched and kicked” by a male, Sunday. Police said they were able to view video of a skinny man wearing all black, including a hoodie with a large white UnderArmour emblem on the front and a black face mask, walking away from the property. Further details were not available. Hours later police said a woman “was beating on her door and refusing to leave her property.”
Trading shots: A man and his ex-girlfriend were involved in an altercation in the 900 block of Sherman Avenue, Sunday. The man told police his ex had been verbally harassing him all day until he “made a comment that made her upset” and she hit him, so he hit her back. Nobody wanted to pursue charges.
Stuck: A man was lying in the middle of Seventh at Logan streets, Monday. The man told police “His arthritis is really bad, and he just needed help getting up.” Police got him up and gave him a ride home.
Causing problems: A caller reported a male “screaming on (a) porch” in the 2000 block of Eve Drive, Monday. Police said it was actually a woman and said she was “screaming and not making any sense.” She was wearing shorts and a short-sleeve shirt despite the 20 degree temperatures outside and was “clearly under the influence of some drug and could not walk without assistance.” They found a broken crack pipe at her feet, as well as a jacket and a shirt with weights in it. She could not tell police how she got into the area or how long she’d been there. She was taken to the hospital for treatment.
Booked: A city resident was taken into custody on a warrant and his female companion ended up being booked on a drug charge, Sunday. Police said Daniel L. Carmichael, 35, 430 Westwood Drive, was pulled over after police spotted him leaving a Maple Avenue location and realized he was wanted for failing to appear for a drug hearing in Columbiana County. His female companion, Vanessa L. Carmichael-Edmonds, 39, 2516 Crabbe Blvd., Steubenville, was charged with possession of drugs after a small, white rock-like substance believed to be crack cocaine was allegedly found in her purse after she had denied having contraband in her possession, police said. They said she subsequently handed over a small bag of crack she had tucked in her bra. Police said they confiscated 3.1 grams of crack.
Opportunistic: A Market Street resident said his cousin stole $160 from his CashApp card, Friday. He said his cousin was spending the evening at his apartment and he gave it to him to make a cigarette run. He said he got a notification when the man purchased the cigarettes, and another a few minutes later that he had withdrawn the money from his account.
Scared: Employees working for a rental business said a homeowner brandished a firearm while they were at a Foster Place residence, Saturday.
Reported: Someone reported a pack of juveniles “throwing mud and rocks at cars in the 1100 block of Lincoln Avenue, Saturday. Police said they checked the area and didn’t find anything amiss.
Light-fingered: A man walked out of Rural King without paying for a box of Milwaukee tools valued at $499, police said. The man walked to the front of the store with the tools in tow, got a cup of coffee and left, fleeing in a blue Ford F150.
Problematic: A disturbance was reported at an Adams Street residence, and when police arrived a female asked officers to remove a male from the property, Saturday.
Charged: Belinda D. Basim, 44, 318 Terrace Ave., Steubenville, persistent disorderly conduct.
Jefferson County Sheriff
Double whammy: A Toronto man told deputies he thinks his child’s mother and his child used his bank card while he was in prison and spent all his Social Security money without his permission, Friday. He said the woman picked up his belongings from jail, including his wallet. When he was released, he discovered his bank account “had been charged off and sent to collections” in November and he also was notified by Social Security he’d have to repay roughly $5,970 in benefits wrongly paid to him while he was incarcerated. He said he saw CashApp transactions that had been made to his son.
Alcohol talking: A Rayland man told deputies his wife came home drunk and started an argument with him, Sunday. He said the argument never became physical. Deputies said the woman also called to tell them to ignore her husband when he comes in “because he is crazy.”
Collecting: A Wintersville woman complained that a female was “walking around the neighborhood and knocking on doors, requesting money for cigarettes,” Saturday.
Neighborhood issues: A Bloomingdale resident said a neighbor with whom she’s had trouble in the past “pulled to the end of the driveway and let his dogs out to run around her property and then just sat in his vehicle ‘taunting’ her, Saturday.
Threats: A Tiltonsville woman said someone was threatening her fiancé, Saturday. The individual allegedly was sending the texts to a third party. Deputies checked the area but didn’t locate him.
AWOL: A woman in Irondale took a 2020 Jeep Compass without permission, Saturday. The owner said she’d asked for it to be returned numerous times and the woman has refused. She asked deputies to tell the woman to bring it to the justice center or Saline Township Police Department, but the woman ignored three messages deputies left for her on voicemail.
Drunken disturbance: A woman in a red Chevy pickup parked in Mingo Junction was “sounding a horn and causing a commotion,” disturbing residents, Saturday. The caller said she seemed intoxicated but got out of the truck and walked off. Deputies located her and said she was, indeed, intoxicated and gave her a ride home.
Booked: Brielle Shea Hill, 37, Canton, parole violation, Friday. Hill allegedly took a family member’s phone from her while she was trying to call 9-1-1, and also grabbed her arm and took her walker away from her, deputies said.
Served: Stephanie E. Thomas, 41, Reedsville, W.Va., warrant from Belmont County, Saturday. Deputies said Thomas was making nonsensical statements regarding gangers, dogs, law enforcement and rape when they spoke with her and tried several times to lock herself in a decorative phone booth before trying to walk away, and refused to comply with instructions until they allowed her to peel off her jacket and two sweatshirts. Thomas was turned over to Belmont County deputies, they said.
Theft: A caller reported two four-wheelers had been stolen from his grandparents’ property in Hammondsville, Saturday.
