Police reports

Jefferson County Sheriff

Sign stealers: A domestic dispute was reported at an Irondale area location, Sunday. A woman told deputies her father was intoxicated “and angry with her because her friends stole their political signs out of the front yard.” She said the argument spiraled out of control and he told her to leave but wouldn’t give her the keys to the car, even though she’s paying for it. He said the vehicle is in his name so he wasn’t going to let her have the keys even though she is the one paying for it because she’d been “disrespectful and cussed him out.”

Outer limits: A disturbance was reported at a Toronto area home, Sunday. A woman at the residence said they were having relationship issues “and she just reached her limit,” deputies said. The male said she “came home and just started yelling at him.” He said he “didn’t know what made her mad but she was yelling a lot.”

Big weekend: A Tiltonsville woman told deputies she’d been “on a weekend bender with a (man) and now he is threatening her because she won’t let him use her car,” Thursday.

Cautionary tale: A Jefferson County resident said she found out her son has been sending inappropriate photos of himself to a man who is now threatening to send them to her son’s Facebook friends, Thursday.

Dispute: A Wintersville woman told deputies individuals were refusing to leave her home, Saturday. A woman told them the caller was her sister and was unhappy that she’d brought a woman to the residence who is currently dating her ex. She claimed the caller “was intentionally coming downstairs trying to get a rise out of her and her guest,” but the guest “never reacted” to it. Their mother said “none of her daughters get along,” and deputies told both girls that it was their mother’s home and it’s “up to her who stays and who goes.” Both daughters eventually agreed to knock it off.

Big impact: A resident in the 100 block of Orlando Manor said someone hit her brick mailbox, knocking parts of it completely out of the ground and “about 25-feet into the yard.” Deputies said it was apparent the “vehicle that hit (it) was large, heavy and moving at a high rate of speed.”

Booked: Timothy J. Morgan, 34, 56 township Road 582, Steubenville, domestic violence, Saturday. Morgan allegedly struck a woman in the face several times, deputies report; Casey Davis, 28, 607 College St., Empire, theft, Saturday,

Suspicious minds: A couple was causing a disturbance at a fast-food restaurant, Sunday. The female told police her boyfriend was intoxicated and the two of them “were arguing over suspicions of infidelity.” Police said they were able to deescalate the situation, then the female drove her beau back to Weirton.

Spectacle: Police said two people arguing in the 200 block of Edgar Avenue were “visibly intoxicated,” Sunday. The woman said the man was “argumentative and needed to leave,” but he wouldn’t go until he found his glasses. Police helped him locate his missing glasses and then transported him to another location.

Down and out: A caller reported seeing a man on the ground in the 100 block of North Sixth Street, Sunday. Police said he was lying on the sidewalk, so they woke him up and told him he needed to leave the area.

No response: An unresponsive male was spotted in an alley in the 100 block of North Sixth Street, Sunday. Staff at the City Rescue Mission said the man was breathing but didn’t respond to a sternum rub. Steubenville firefighters took the man to the hospital.

Moved on: Someone reported a man lying in the middle of Pittsburgh Street from Ridge Avenue at Pittsburgh Street, Sunday. Police said they checked the street from Ridge to Oak Grove Avenue but didn’t see anyone in the roadway.

Trashy man: A woman in the 900 block of Sherman Avenue said a man known to her was “banging on her door,” but police said they found him in the back seat of her car, Sunday. They told him he wasn’t welcome there, gave him a ride to the South End, and warned him not to return to the Sherman Avenue property but 90 minutes later they had to return after she reported he’d “returned and threw a trash can into the front window.” Police said there was no damage to the window when they were there earlier.

Do not disturb: A caller reported two people arguing in the 200 block of North Street, Sunday. Police said a man told them a friend in the hospital sent him to pick up his dog but when the female resident came to the door “she became angry and had a kitchen knife and began acting erratic.” He said he “just wanted to get the dog and not have any problems.” Police said they could see the woman “laying on the couch in her living room with her eyes closed and smoking a cigarette” and though they called for her several times, “she ignored all commands.”

Driver cited, passenger Police checking on a vehicle with expired plates ended up citing the driver and arresting his passenger, Sunday. The driver, Dennis Kinkela, 50, 12 Margaret St., Slovan, Pa., was cited for having no operator’s license, and his passenger, Brian Cipranic, 47, no fixed address, Burgettstown, was booked into the Jefferson County jail on charges of possessing drugs and resisting arrest. Police report they found drug paraphernalia where he’d been sitting and allege Cipranic was seen “frantically chewing something and attempted to drink from a water bottle.” When they tried to stop him, police said Cipranic resisted, and when they got him under control claim they found a bag “that was wet and appeared to have been chewed on” that contained a substance believed to be methamphetamine by him.

False alarm: Police were told three juveniles were hanging over the wall between the mall and Wal-Mart, Sunday. The caller said she thought the kids were under the influence of alcohol and were argumentative when she told them it was a bad idea, but when police spoke with the juveniles they said they were “polite and cooperative.” They admitted they were hanging over the wall but said they stopped when they were told to. They denied drinking and said their mother was shopping. Police said they didn’t smell alcohol on the kids, nor did they show signs of impairment, so they walked them to the store where their mother was shopping.

Noise makers: Neighbors reported a large crowd gathered, creating excessive noise in the 800 block of Woodlawn Road, Saturday. Police said when they arrived, they found “a large group talking in the front yard of the (residence)” but the owner said she “was aware that she and her friends were being far too loud given the time of night.” Police told them to “be mindful” it was nearly 1 a.m. and the homeowner advised there would be no further issues.

Lock out: A woman who left a residence in the 1500 block of Maryland Avenue to de-escalate a dispute with her roommate said when she returned a few minutes later she’d been locked out and her roomie wouldn’t let her in, Sunday. The caller said she’d been living with the other woman for about a month. Her roommate said she’d been “staying with her periodically for … the last month” but claimed the caller doesn’t actually live with her. Police told the caller they couldn’t force her roommate to let her in and told the roommate they couldn’t make the caller leave since they couldn’t be sure who was telling the truth. The caller “ultimately made arrangements to stay with one of the next-door neighbors.”

Booked: Shawn S. Moore, 48, Barbara Avenue, Steubenville, misdemeanor theft, Sunday; Wayne E. Reidy, 62, 1523 county Road 56, Toronto, stop sign violation and failure to signal.

Summoned: Susan A. Mansfield, 63, 185 old State Route 7, Steubenville, operating a vehicle under the influence after her car struck a fence in the 900 block of Mooney Alley. Police said Mansfield told them she didn’t know what happened, but she hadn’t been drinking, though she did admit taking some sleep medications.
