Steubenville Police
Hard fall: A woman in the 1400 block of Belleview Boulevard told 911 operators she was stuck in her basement, Monday. Police said when they got to her property they could hear her calling for help, so they kicked in the door and found her at the bottom of the basement steps with what appeared to be a serious leg injury. She told police she thought she’d fallen down the steps three days ago, but the basement was dark and she didn’t find her cellphone until that day. Steubenville firefighters took her to the hospital.
Re-entry: People were seen entering a property in the 800 block of North Sixth Street that the Jefferson County Health Department had deemed unfit for human habitation the day before, Monday. Police said the woman they found inside the property told them she was just removing her things from the property and hoped to have them all out that day, and the trash removed in the rear of the property within the week. Police told her no one is permitted to stay in the residence, which had no water, sewer or electricity and had been littered with debris and buckets of feces.
Items removed: A woman said the co-owner of a house on Aberdeen Road went into the property while she wasn’t home and took items that didn’t belong to him, Monday. She said two jewelry boxes, a sculpture, a cell phone and some other items were removed.
Moving target: A caller reported a couple in the 400 block of Henry Avenue arguing near the street, Saturday. Both initially advised nothing had taken place, but then the male said they’d been arguing and his significant other “ripped a necklace off his neck” so the female “claimed to be suffering from a head injury and began holding her head, acting as though she was injured.” After speaking with both of them, police determined there had been no altercation and neither of them wanted to say anything more. They were advised to stay away from each other if they were going to argue.
Nefarious: Someone broke into the Urban Mission Warehouse and stole a big bottle of grape juice, Saturday.
Parking dispute: A man who parked next to a business on North Seventh Street and didn’t move his vehicle for an extended period ended up arguing with the business owner after he asked him to move it, Monday. The owner said the man told him he was waiting for a client and when he told him he’d parked in a no parking area and needed him to move it. Both of them called police once the argument started but the man who was waiting for his client decided to leave before police got there.
Irritating: A McKinley Avenue resident said she let a man in her residence, and they started arguing, then he threw some things on the floor and left, Friday. She didn’t want to pursue charges but does intend to pursue a civil protection order.
Compounding problems: A city resident wanted on a felony warrant ended up being charged with felony escape as well after he allegedly tried to flee from police on foot, Saturday. Police said they found Reginald Dwayne Johnson, 23, 515 Pittsburgh St., Steubenville, lying on his back in some brush in the general vicinity of the intersection of Belleview Boulevard and Lawson Avenue. Johnson was booked into the county jail on the escape charge as well as a felonious assault warrant, they said.
Helped himself: A woman in the 400 block of Wilson Place said her television and phone charger were stolen, Saturday. She said a man had been visiting her that morning, but they argued so she left, and when she returned, he was gone and so were her possessions.
Charged: Employees at Wal-Mart told police a man tried to leave the store with merchandise he hadn’t paid for, Saturday. Police said Ronald L. Evans, 31, 726 Kendall Ave., Steubenville, was charged with misdemeanor theft after he allegedly loaded a cart with $227 in merchandise and “only paid for a small bag of chicken which he was still holding.”
Vandalized: A woman in the 900 block of North Sixth Avenue discovered two of her tires had been slashed, Friday.
Loud: A disturbance was reported in the 600 block of Lincoln Avenue, but when they arrived at the residence a woman told them she didn’t need help, Saturday. She said she’d been arguing with her boyfriend, but he’d already left and nothing physical had happened.
Cold shoulder: Someone reported people arguing and breaking glass in the 600 block of Highland Avenue, Saturday. No one came to the door and police said all was quiet.
Guard dog: A resident in the 700 block of Kendall Avenue said he couldn’t leave his house because a dog was standing on his porch, Friday. He pointed them to the owner’s house, and when police spoke to a family member, she told them they hadn’t realized the dog got out.
Cited: Seven more drivers caught ignoring ‘road closed to through traffic’ signs in the Lovers Lane construction zone were cited. Ticketed for driving on a closed road were Bridget D. Chase, 51, county Road 39, Bloomingdale; Issac Ryan Gardner, 24, Third Street, Yorkville; Dylan Michael Wade, 23, Clearfork Road, Cadiz; Thomas P. Ighnat, 69, Water Works Road, Hopedale; Bonnie Jenkins, 41, Christopher Ave., Wintersville; Gary W. Delaney, 74, state Route 43, Richmond; Chase W. Takacs, 32, Two Ridge Road, Wintersville.
Unhappy seller: A Follansbee man who let a woman test a car he was in the process of selling her said she returned it with the driver side front fender and front door damaged, Sunday. He said she told him someone hit it while she was parked at Wal-Mart.
Stirred: A caller reported a man sleeping on a bench outside a Sunset Boulevard resident, Sunday. Police told him to move along.
Booked: Destiny L. Mullins, 38, 449 S. Seventh St., Steubenville, possession of drugs possession of drug abuse instruments and possession of drug paraphernalia, Saturday; Tyler M. Ruckman, 30, 8866 county Road 10, Adena, theft warrant (Pennsylvania) plus a warrant for failure to appear (Municipal Court); Lisa M. Smoot, 32, homeless, bench warrant for probation violation and possession of drug paraphernalia, a crack pipe, Sunday; Robert L. Boyd, 51, 256B, Main St., Follansbee, warrant for failure to appear, Monday.

Police said Biondillo told them she mistook the traffic light at West Adams Street and Lawson Avenue for a stop sign; Torre G. Carter, 30, 706 Lawson Ave., Steubenville, expired plates; Emily Persinger, 28, 547 Don Clair Drive, no city listed, loud exhaust; Harriett A. Show n’tell: A Steubenville man saw two juveniles in his yard messing with his Halloween decorations, Sunday. He said when the kids saw him they fled, but not before attaching a sex toy to a skeleton.
Injured: A woman was flown to a Pittsburgh hospital by medical helicopter after a UTV rollover in the Forbidden Zone, Hammondsville, Saturday. The driver of the UTV said they had mechanical difficulties trying to go up a hill and when the brakes failed he told his girlfriend to jump off though he wasn’t sure if she’d been able to or if she was ejected as the vehicle went down the steep hill. Rescuers located her after spotting her flashlight shining. He said they’d had about eight drinks earlier in the day. Saline township EMS responded. No further information is available.
Open door: A Yorkville woman was upset because her ex walked in her unlocked door, Friday. She said they’d lived together two years but he’d left two days before and then came back. Deputies told both of them he has a right to be in there and no one was going to be removed from the property, and suggested they find a way to get along for the sake of their children.
Unhoused: A caller reported a homeless encampment on old state Route 7 just north of Toronto, Monday. The caller said there was trash everywhere and several cars park there nightly.
Concerning: A caller reported a man in the back yard of a Wintersville residence had a weapon, Monday. The caller said the man had threatened to shoot the weapon, but deputies said when they arrived he was on the porch and didn’t appear to have a gun. He attempted to flee but stopped when ordered to, they said.
Hefty load: A Yorkville area resident said someone parked an excavator on his property and took three jersey barriers, Monday. He said the three cement blocks that are missing weigh about 6,000 pounds and cost about $400 each.
Lies: An Adena woman said a man called her claiming her car had been wrecked and she needed to be careful, Saturday. She said the car was in her driveway and undamaged.
