Steubenville Police

Rule violation: A resident in the 1500 block of Maryland Avenue told police her neighbor’s son knows he’s not allowed on her property but started pacing back and forth in her front yard because her family was sitting outside, Wednesday. She said when she told him he wasn’t allowed on her property “he became verbally abusive with her” and made an obscene gesture. Due to what police referred to as “almost daily police response to the area for incidents involving the juveniles or neighboring residence,” they suggested she seek a civil protection order. Police also spoke with the neighbor, who said she’d been informed of the incident by another juvenile in the area and despite her differences with the neighbor, “her son’s behavior was not acceptable and that she was punishing him for it.” They told her that her neighbor “doesn’t want anyone on her property in an effort to stop daily problems” on their block and she said she would speak with her son about it..

Roommate issue: A man in the 200 block of South Fourth Street wanted a couple removed from his apartment, Wednesday. He advised his roommate had let them move in to help pay rent but “they aren’t on the lease and now he doesn’t want them to live there anymore.” Because they’d established residency, police told him he’d have to formally evict them.

Mail problem: An Aberdeen Road resident told police someone knocked his mailbox over, Wednesday. He said he didn’t realize there was a problem until the post office called him to say they’ll be unable to deliver his mail until it’s fixed or replaced.

Residency issue: A Belleview Boulevard resident wanted a woman removed from his property, Wednesday. He told police the woman lives with him and is on the lease, and they told him they cannot force her to leave.

Hard life: A caller reported a man sleeping near dumpsters in the 100 block of North Fifth Street, Wednesday. Police were unable to locate anyone in that area.

Noise complaint: A caller said someone in the 1100 block of Oak Grove Avenue had the volume too high, Wednesday. Police said they could hear the radio when they checked the area and, at their request, the resident turned the volume down.

Jefferson County Sheriff

Identified: The motorist who authorities allege was driving erratically and refused to pull over on Sunset Boulevard Wednesday morning has been identified. Hilary Jo Batenburg, 42, 1257 township Road 152, Rayland was charged in Steubenville Municipal Court with aggravated vehicular assault, failure to comply, operating a vehicle under the influence (second offense), driving under suspension, reckless operation and four red light violations. According to the incident report, sheriff’s deputies allege they tried to pull Batenburg’s vehicle over for a marked lane violation and reckless driving but instead of pulling over, she did several U-turns before crashing into a red Bronco at the intersection of Sunset Boulevard and John Scott Highway. City police reported seeing the driver “push open the airbag and (jump) from the window, face first, and landed on the pavement.” Deputies said she “was screaming and appeared to be incredibly disheveled and claimed there was a child in the vehicle but said there was “no child, or any other occupant” in the vehicle. Deputies claim Batenburg was “jittery, continued to ask the same questions and her pupiles were the size of a pin” and did not make much sense when they or the medical staff questioned her. She allegedly had cocaine, fentanyl and methamphetamine in her system, deputies reported.

Missed signs: A Rayland resident’s garage door alarm was going off and deputies said it appeared someone had pulled the handle off a door and moved a ladder, Wednesday. The homeowner said about a month earlier the alarm had gone off and initially she didn’t see anything amiss, but after deputies left she realized someone had broken the sensor breaker on her outdoor lights and unscrewed the light bulbs.
