Steubenville Police
Charged: Zachary Mumford, 39, 414 Wilbert Ave, East Liverpool, theft, possession of drug paraphernalia and possession of drugs, Tuesday. Police allege Mumford tried to leave Wal-Mart with $42 in merchandise concealed in a tool box, and claim they also found a hypodermic needle and a small bag of a substance believed to be methamphetamine.
Charged: Sarah E. McClelland, 34, 133 Bass Drive, Weirton, theft and possession of a drug abuse instrument, Monday. Employees at Kroger allege McClelland had tried to leave the store with a shopping cart loaded with nearly $353 in merchandise she hadn’t paid for. Police reported finding two hypodermic needles in McClelland’s purse.
Shattered: A North Sixth Street resident said his son put his phone down so he could play football at East Elementary with friends when a “young juvenile” picked it up,” climbed the playground equipment and threw it, shattering the screen and camera.
Taken: A Plum Street resident reported his vehicle had been stolen, Monday. He said he last saw it around 6 p.m. Sunday and told police he didn’t leave the keys in it nor did anyone have a spare.
Cited: Tyler A. Ward, 31, Overlook Drive, Wintersville, driving under suspension and failure to control after his pickup struck a utility pole Monday in the 400 blck of North Seventh Street. Police said Ward told them he “was looking down at his phone when his vehicle ran off the right side of the road and struck (the) utility pole.”
Code issue: Notice of violation was sent to the owners/occupants of a property at 1657 Oregon Ave. and 1400 Maryland Ave., both for high grass/weeds.

End of the road: A county resident told deputies her partner accused her of having an affair and assaulted her, Monday. She said her husband “became upset that morning and hit her several times in the face and threatened harm to her, so she fled the residence and took refuge with a family member. That morning he said someone texted her and when he tried to get the phone to see who “an argument ensued (and) she shoved him so he shoved her back.” One of her relatives told deputies he’d seen her husband chasing her around the yard and “throwing things at her while screaming at her.”
Jealous: A Mingo Junction man said his girlfriend’s ex-boyfriend walked in their door without warning and started arguing with him, then punched him several times on the side of his face, Monday. He said the ex was smoking and the cigarette burned him while he was being punched and that he’d thrown a plastic bag with some of the female’s possessions in the house. The female said her ex had done something similar to her in 2022 and was wanted for burglary and criminal damage. The ex said he’d taken her things to her and claimed he’d seen her two days before and when he went to the house he “thought they were still boyfriend and girlfriend but apparently are not.”
Gassed: A caller reported seeing a woman on county Road 56 (Toronto) “walking around disoriented with her shirt off” and a vehicle parked along the roadway, Monday. Deputies found the woman, who said she and her husband ran out of gas and were waiting for a friend to bring them gas.
