Steubenville Police

Troubled: Someone reported a possible fight on Lincoln at Brondos avenues, Tuesday. Police said a man standing on the sidewalk was arguing with a man standing on his property. The man on the sidewalk said he was walking with his cousin when the homeowner “started yelling at him and threatened him with a firearm.” Police attempted to speak with the homeowner, but while they were talking with the man on the sidewalk, he “went back into the residence and closed the door.” Police advised the other man to steer clear of the homeowner. Fifteen minutes later, police were called back to Lincoln Avenue after the same man told 9-1-1 dispatchers “he was scared, and someone was trying to hurt him.” The dispatcher pinged his phone to a Merryman Avenue location, where police found him walking through the woods toward an abandoned residence. They said he was “showing signs of methamphetamine use,” including pinpoint pupils, anxiety and sweating profusely despite the cool weather, and he also told them “a different story of what was going on.” Police said he did admit to using drugs and requested an ambulance, so Steubenville EMS transported him to the hospital for evaluation.

Unfounded: Police investigated reports of several dogs being left outdoors without food or water, but all were unsubstantiated, Monday.

• In the 700 block of North Fourth Street, someone complained about a dog being tied to a trailer without food or water. Police said the owner was sitting outside with his dog, which was tied to a 40-foot lead that was anchored in the ground. The animal was just sitting on the trailer, they said, and had both food and water and was healthy. Police advised the owner of the city ordinance requiring shelter for the dog, but said there was no issues that day because it was cloudy and cool. The owner said he would have a shelter made.

• Someone in the 500 block of North Fifth Street complained that a dog “has been tied outside for days.” Police checked the area and said there was no dog outside the residence and noted that the same neighbor had filed a meritless complaint about the same residence “and nothing that was stated was found to be taking place.”

• A caller reported an animal stuck in the owner’s backyard in the 500 block of North Fifth Street. Police said the animal was leashed to the porch railing, but it “had a bowl of food and water at its disposal on the back porch” and appeared to be in good health.

Appliance grab: The owner of a rental property in the 300 block of Woodlawn Road said his Amana refrigerator is missing, Monday. He told police a tenant he was in the process of evicting moved out and he thinks he came back for it.

Drugs: A man down was reported in the 600 block of North Fifth Street, Monday. Police said he was conscious when they arrived and admitted having used drugs. Steubenville EMS responded, and he agreed to seek treatment, they said.

Slow ride: An unoccupied vehicle in the Hollywood Plaza parking lot drifted backward and struck a parked but occupied car, Monday. The owner of the vehicle that struck the parked car had gone into the bank when he was told about the mishap, which left both vehicles with minor damage. He told police it must have “come out of gear and coasted backward.”

Walk away: A Dillonvale man told police he was concerned because his mother had walked away from the Mall Drive Dollar Tree after arguing with his sister, Monday. He said she doesn’t have a cell phone or access to a vehicle and had “walked away from the lot in an unknown direction.” He said she has a history of walking away from family members while shopping.

Secured: An Oak Grove Avenue resident thought someone was trying to break into a residence through a side door, Monday. Police checked both exterior doors and reported they were secure, and the resident said nothing appeared to be missing.

Not allowed: Police were told a woman was panhandling at the mall, Monday. Police located the woman and advised her to leave the area, which she did.

Broken: A resident in the 400 block of Railroad Avenue discovered her rear window shattered, Monday. She told police she’d parked down the street due to the tree trimming going on in the area. Police said they found tree bark inside the window.

Charges filed: A city resident was taken into custody after she allegedly skip-scanned clothing and covered another item with shopping bags before trying to leave Wal-Mart without paying for the items, Monday. Police said Krista Kocher, 54, 1418 Euclid Ave., was charged with misdemeanor theft.

Booked: Terry Richardson, 44, 220 Wilshire Blvd., Steubenville, petty theft, Monday.

Code issues: Notices of violation were sent to owners/occupants of properties at 156 Greenwich Ave., high weeds/grass, junk and litter in yard; and 1304 Belleview Blvd., high grass/weeds.

Jefferson County Sheriff

Work-around: A county resident said a man prohibited from contacting her in any way has started calling a member of her family, Monday. Audio recordings indicate he’s calling her names and saying “she’s done,” deputies said.

Booked: Elizabeth A. Newman, 47, 1595 township Road 212, Bloomingdale, probation violation, Monday. Newman allegedly had been behaving erratically when deputies learned she had missed meetings with her probation officer.

Cited: Edward Coen, 106 Kuroki St., Wellsburg, driving under suspension and speeding; Gregory Carlucci, Aliquippa, Pa., speeding.
