Steubenville Police

Cruisers struck: A Weirton man who was allegedly driving a stolen vehicle when he crashed it into two Steubenville police cruisers while trying to flee, Wednesday. Police said Ian Kolman, 29. 254 Gardner Ave., was taken into custody by Brooke County sheriff’s deputies. Police said they spotted a red Chevy Tracker that had been reported stolen in Brooke County, but when they tried to stop the driver, he “led officers on a pursuit throughout the city” before getting onto the Veterans Memorial Bridge. They reported that after striking the first cruiser he tried to flee and hit the other one. Kolman also faces a felony failure to comply charge in Steubenville, police said.

Dognapping: A woman snatched a dog she saw in a car parked outside of Wal-Mart, Tuesday. Police said she was concerned with the dog’s wellbeing, and wasn’t pleased when they told her the windows were down, the car was in a shaded area and the animal “did not appear to be in distress.” They said she was extremely unhappy when they told her no law was being violated and walked over to the car, pulled the dog out and walked into Wal-Mart, where she was detained. Police explained to the woman she could be arrested for what she’d done and that she could not “just enter someone’s vehicle, let alone take their animal from it.” She was advised the owner could pursue criminal charges against her, but he later opted against that.

Questionable: A man was charged after he ignored repeated warnings to go home, Tuesday. Police said Michael West, 47, no fixed address, was charged with disorderly conduct and booked into the Jefferson County jail on an eight-hour intoxication hold. They said someone reported seeing a male wearing a red jacket “acting strange and arguing with passersby” and said when they found him, West was walking in the roadway on Sixth Street near Dock Street. Police said he had a beer in his hand, so they dumped it and advised him to stay out of the roadway, then offered him a ride home but he declined and left the scene on foot, again walking in the roadway. Not long after bystanders alleged West was “causing a scene and arguing” with individuals trying to set up for an event outside First Westminster Church. Bystanders said he was “screaming at them for no apparent reason” but he’d left in the direction of Speedway. Police said West was taken into custody after they found him at Speedway complaining that “employees wouldn’t sell him any merchandise” and again refused a ride home.

Juvenile: A Welday Avenue resident told police two women showed up on her doorstep after a texting argument, Tuesday. She said one of them knocked on her door and when she came outside the three of them argued and her uninvited guests “were trying to get her to fight and made threats to harm her.” She said she feared for her children’s safety as she was the only adult present and her children are very young, so she went back in her house and grabbed a kitchen knife. She said when she came back outside with it in her hand the two women fled.

Anger issues: A woman in the 2500 block of Crabbe Boulevard told police her boyfriend “grabbed her and threw her against the front door, causing her to hit her head” during an argument, Wednesday. She said after that he “grabbed her by the wrists and threw her against a wall,” then smashed her laptop on the floor and shattered the glass in her screen door and the screened part “almost ripped out.” Police said the male, Anthony Mickel Beckett, 20, was located on Johnson Road and booked into the county jail on charges of domestic violence and criminal mischief.

Dumb idea: A woman in the 400 block of South Fifth Street said she and her husband were arguing because he was drunk and wanted to take their child to a residence on the hilltop, Thursday. She said she didn’t want him taking the child anywhere while he was drunk. He said he would leave the residence to avoid further conflict and left on foot.

Who steals from kids? An employee at Sycamore Center said he heard a basement door open and saw an individual wearing a blue hooded sweatshirt leave with a flat-screen TV, Wednesday. He said he tried to follow him in his vehicle but lost him in the 300 block of North Commercial Street. He said the thief took the TV off the wall in the basement of the youth center, but there should be video of the individual entering the building.

Happy feet: A resident in the 400 block of South Fourth Street told police a male standing outside “appeared to be under the influence,” Wednesday. Police said the male “was dancing on the sidewalk,” but he was alert and oriented” so they advised him to leave the area.

Potty mouth: A male was charged with disorderly conduct-intoxication and placed on a six-hour intoxication hold following an argument with a female in the 100 block of North Fourth Street, Thursday. Police allege Carl Thorn, 62, no fixed address, was “visibly intoxicated” and they couldn’t get him to calm down. They claim he “kept yelling obscenities” at the female, even after she walked into the courtyard.

Shoving match: Two people shoved each other during an argument in the 400 block of Lawson Avenue, Wednesday. They told police they’d been arguing about the male’s drinking. Neither wanted to pursue charges.

Squabble: A woman in the 1300 block of Jefferson Street wanted a man removed from her residence, Wednesday. Another male who was sitting on her back porch said the woman had argued with the man “over a water bottle” but he’d left several hours earlier. She was told she’d have to evict him if she wanted him to leave.

Miraculous discovery: A woman in the 300 block of South Court Street said she was arguing with her boyfriend when he locked her out, Wednesday. She wanted her property, and when officers went to the residence, they said it was outside the fence. The male initially told them he didn’t have her phone, but after a few moments he found it.

Scavenging: Two AEP substations were hit by wire thieves, Tuesday. An employee at the substation on county Road 26 said someone cut a hole in the rear fence, entered the property and removed 20 equipment ground wires that had been attached to the transformer towers, Tuesday. He said they were going to have to shut off power at the substation to fix the damage. Wire also was stolen from the AEP lock down substation in the 600 block of Wells Street, where police found several high-tension structures had been damaged. Police said five of them were missing copper ground straps and said in total, 20 feet of copper was missing. The fence also had been damaged.

Runner: Someone reported a male chasing a female in the 500 block of Lawson Avenue, Tuesday. Police said the male advised a female had grabbed his glasses and ran, and he was waiting for the bus to to the mall so he could buy a new pair. They said they’d passed the juvenile who’d called in the report en route to the location and she made no attempt to flag them down or speak with them.

Loaded: A female fled Rural King with power tools valued at $1,552, Tuesday. Employees told police she took several boxed power tools into the women’s restroom and emerged with no boxes but a “full and heavy” large bag that had been empty when she went in. They said she also grabbed some clothing before she tried to leave the store and when employees tried to stop her, kept the bag full of tools and left the clothing. She fled in an old, rusty black Chevy Avalanche, they said.

Prodigy: A small child was seen wandering unattended at Franklin Avenue and North Sixth Street, Wednesday. Bystanders said the mother had been located and took the child back to their residence in the 900 block of North Sixth Street. They said the mother told them the child “knows how to unlock the deadbolt, opened the door and went outside.”

Fender-bender: An officer on patrol reported the driver of a Nissan Rouge northbound on state Route 7 braked for a red light at the last second and a FedEx truck crashed in the rear of his vehicle, Wednesday. Minor damage was reported.

Sales job: Terri Avenue residents were upset with two men going door-to-door selling solar panels, Tuesday. They said the men were “arguing with residents.”

Booked: Destany M. Collins-Bailey, 28, Inglis, Fla., petit theft. Police said employees at Wal-Mart alleged Collins-Bailey tried to leave the store without paying for three food items and a large blue tooth speaker with a combined value of $161. Police said they tried to speak with the woman, but she was “highly upset and argumentative and continued to interrupt as well as make several phone calls instead of focusing” on the allegations.

Code issues: Notices of violation were sent to owners/occupants of properties at 2310 Chestnut St., 2314 Chestnut St., 102 Opal Blvd., and 722 Adams St., plus an adjoining vacant lot, all for high grass/weeds. Also, 1345 Oregon Ave., high grass/weeds, bags of garbage and scattered household garbage in back yard; and 1335 Ridge Ave., high grass/weeds and junk piled in driveway.

Strained relationship: A man in the 700 block of North Fourth Street complained that another male broke a lock on his bedroom door and stole a light bulb, Wednesday. Police determined it was a roommate who entered the room. He was advised to stay out.
