Charged: John P. Skinner, 46, 343 Buffalo Road, Wellsburg, failure to register as a sexual offender, Wednesday.

Charged: Jacob A. Vcovjak IV, 40, 407 High St., Beech Bottom, failure to register as a sexual offender, Wednesday.

Charged: Curtis W. Shorts, 42, 14 Fourth St., Beech Bottom, obtaining money under false pretenses, Thursday.

Charged: Dennis Barrow, 51, 410 Kessel St., Weirton, driving under the influence, possession of a controlled substance, no seat belt, Thursday.

Follansbee Police

Charged: Dennis J. Kinkela, 50, Slovan, Pa., driving while suspended for driving under the influence, Wednesday.

Steubenville Police

Predictability: Police said they spotted a woman wanted for probation violation walking toward Maryland Market with a child, but when they went into the store to look for her all they found was the child, Saturday. Knowing she would return for the child, police said they went outside to watch for her return and weren’t disappointed. This time when they came in she was standing at the checkout with the child. They said she “immediately became upset and began to walk away” when she was advised of the warrant, and allegedly tried to hand her purse off to the juvenile, then she and a male who was present began arguing with police when they told the juvenile she’d have to hand the bag over. Police booked Theresa Coles, 45, no fixed address, Steubenville, was booked into the county jail on charges of failure to appear (Wintersville County Court) and possession of drugs after police allege they found a substance believed to be methamphetamine in a small pill bottle inside her purse.

Screamer: A caller in the 2300 block of Chestnut Street told police a man was sitting in his car, “screaming obscenities and laying the car radio loud,” Friday. Police said they could hear the radio but when they approached the man “ran inside (his) residence” and then wouldn’t come to the door. Less than two hours later police were called back to the residence after a resident said her boyfriend was intoxicated and was “being argumentative.” Police said he was “visibly intoxicated” when they spoke with him “but was unable to articulate what was bothering him.”

Jumping to conclusions: A motorist parked in a drugstore parking lot reported a female driver had struck his vehicle, Friday. Police said there was a scratch on the vehicle but “it did not look like it came from (the female’s) vehicle,” and the other “marking” was actually a bird dropping. Police said the man apologized for the call “and attempted to apologize” to the woman.

Booked: Amanda Rachel Martin, no age or street address listed, of Weirton, probation violation, Friday. Police said they’d spotted a vehicle parked in the street in the 1500 block of Foster Place and the occupants getting in and out of it. When they circled back to do a welfare check they located the vehicle in the 1600 block of Ridge Avenue, parked but still running. The driver told them his dog was sick so he’d stopped in the roadway. Police discovered his passenger, Martin, was wanted for probation violation and allege they found a glass pipe on the passenger side floor and claim Martin advised them “she had smoked crack cocaine and injected heroin” about two hours earlier, so she was taken to the hospital to be medically cleared.

Making messes: Police responded to reports of two people arguing in the 800 block of Market Street, Friday. While the couple was arguing police noticed their apartment “to be trashed.” The woman said during the course of the argument the two of them “began throwing each others’ belongings on the ground but she didn’t want to pursue charges, and the male refused to speak with police. She left for the evening.

Attention getter: A city resident who’d contacted police on another matter ended up in custody after police discovered he had an outstanding warrant, Friday. Police said Corey Lyons Sr., 61, 245 Hollywood Blvd., was wanted on a bench warrant when he contacted Ohio State Highway Patrol to file a report. Police had been sent to Lyons’ residence to gather information for a report.

Walk off: A city resident was charged with misdemeanor theft after he allegedly tried to leave Kroger with merchandise he hadn’t paid for, Friday. Police said they charged Melvin L. Jackson, 60, 232 Cunningham Lane, after they found him in the parking lot and employees identified him. Jackson initially advised police it was “a big misunderstanding” and claimed “he had enough money to pay for the merchandise,” but police said he also refused to identify himself and “had to be advised a couple times that he was not free to leave.”

Bad behavior: A Henry Avenue resident said his estranged wife damaged his vehicle while she had it in her possession, Friday. Police said the tailgate and a headlight had been damaged. The woman had been taken into custody earlier and was taken to the hospital to be cleared for jail, but after asking hospital personnel to use the restroom they said she walked away. She’s now facing an additional charge of escape.

No interest: Employees at a downtown business wanted a woman to leave the property, Friday. The owner said he and the woman have been in contact with their lawyers attempting to settle a dispute dating back to last year, but she’d shown up that day demanding $10,000 in cash or “she would have the news arrive.” An employee said he tried to calm the woman down “but she began yelling and refusing to leave.” Police spoke with the woman, who claimed two of her husband’s vehicles “had been wrongfully towed from her property in Weirton.”

Blamed: A two-car crash at Sunset Boulevard and Bryden Road was allegedly caused by a motorist making an illegal left turn into the path of an oncoming car, Friday. William P. Cunningham, 64, 404 Prospect St., Brilliant, was cited for making a prohibited left turn at the intersection, police said. No injuries were reported.

Drugs: A woman in the 1400 block of Ridge Avenue was treated for an apparent overdose, Friday. Police said Steubenville EMS revived her with two doses of Narcan. She was issued a drug treatment form and taken to the hospital for additional treatment.

Break-ins: A Pennsylvania Avenue property owner said someone broke a window and part of a screen door, Friday. He said another of his properties in the 1500 block of Foster Place had also been broken into and a ladder and some coil stock stolen from the basement. Police said they found a piece of concrete that might have been used to break into the Foster Place property and cause other damage in the basement.
