Steubenville Police
In custody: A Woodlawn resident ended up in police custody after officers had to search the hilltop to find a young child’s family when he was found wandering the hilltop alone, Wednesday. Police said Glenn Mitchell, 33, 321 Woodlawn Road, Apt. 3, was booked into the county jail on charges of felony drug abuse, child endangerment and possession of drug paraphernalia after they allegedly found him “under the influence of drugs.” A woman had found the unaccompanied youngster in the 1500 block of Oregon Avenue, and police said the child was “unable to clearly articulate his mother’s name or where he lived” though he did say “his father had died.” Officers enlisted the help of several residents, one of whom called dispatchers to report he thought he’d found the child’s home and that there was a male inside “who had possibly overdosed.” Police allegedly collected drug paraphernalia and pills from the residence, and Mitchell was taken to Trinity West for treatment. The child was turned over to his aunt and mother, who had not been present.
Not what it appears: Callers reported a possible abduction in the 200 block of South Hollywood Boulevard, with one of them telling police the female was “flung” into the back of a black van, Wednesday. Police located the van and said the driver, a woman, told them her daughter “was having manic episodes and had jumped out of the vehicle at least twice.” She said she was aware it looked as if the girl was being kidnapped “but they were doing everything in their power to get her to the hospital for help.” Police said they are familiar with the female and she was “clearly not herself” and needed medical assistance.
Charged: A city resident was charged with contempt of court after she was spotted in Kroger even though she’d been ordered by the court to stay out of the store, Wednesday. Police said Emily G. Miller, 30, 1405 Oregon Ave., was charged with contempt of court after employees alleged Miller and a companion had selected a coffeemaker from a shelf, then took it to customer service and tried unsuccessfully to return it. Miller had an active no contact order banning her from entering the store, police said.
Charged: A man was charged with misdemeanor theft after he allegedly tried to leave Walmart without paying for merchandise, Wednesday. Police said Damion N. Irizarry, 48, no fixed address, took clothes into the restroom and changed into them, then walked out the store. Irizarry also was charged with trespass because he’d previously been banned from going in the store.
Took it hard: Police were told a tenant who is upset about being evicted from a building in the 100 block of North Fourth Street was harassing an employee, Thursday. She said the tenant “followed her throughout the building and … screamed and yelled profanities” at her.
Charged: A Mingo Junction man was taken into custody after police allegedly found him and a companion slumped over in a car parked at the Circle K gas pumps, Thursday. Aaron D. Hickle, 44, 119 Emery Ave., was charged with felony possession of drugs after police reported finding a substance believed to be methamphetamine hidden inside a cigarette pack in his coat pocket. Police said Hickle and his companion denied being under the influence of drugs or alcohol, telling police they were in the process of moving and were just tired. Hickle also denied ownership of the powdery substance found in his pocket, police said.
Cited: Angela Emkey, 54, 420 Henry Ave., Steubenville, barking dog. Police had responded to Emkey’s residence at 1 a.m. after neighbors complained about her dogs barking but said she didn’t come to the door, nor did she answer her phone when dispatchers called. When police returned to the home later in the morning, a male told them Emkey was at work and said she’d warned him police were at the residence “but she just did not answer the door.” Police said it’s been “an ongoing problem.”
Smack down: Police were told someone waiting for the elevator in the lobby of a building in the 100 block of North Fourth Street reported being smacked on top of the head with an open hand by a man known as “Charlie,” Wednesday.
Booked: Sabre C. Higgs, 25, 1510 Maryland Ave., Steubenville, failure to appear probation violation, Thursday.
Charged: Jennifer L. Barker, 48, 102 Broadway St., Mingo Junction, misdemeanor theft, Wednesday.
Cited: Shannon M. Stevens, 46, 116 Henry Ave., Mingo Junction, prohibited left turn from Bryden onto Sunset Boulevard.
