Water fight: Police had to break up an altercation in the 500 block of Lawson Avenue involving a couple arguing over "boiling water for spaghetti," Sunday. Both parties advised the argument was physical but neither of them wanted to pursue charges. The male told police he'd leave for the night.
Perspectives: A bicyclist ended up at the hospital after colliding with a driver at the entrance to a parking lot in the 4400 block of Sunset Boulevard, Sunday. The motorist said he was attempting a right turn into the parking lot when he heard a thump "from somewhere in the rear of his vehicle," police said. They said his vehicle didn't have front end damage they would expect to see if he'd hit a bicycle, but the bicyclist told them he was eastbound on the sidewalk and "was adamant the car hit him and that he did not run into the side of the vehicle." Police said the only damage observed on his bicycle was to the pedal on the right side.
Nodding off: Deputies had to roust a man sleeping in a vehicle in the 900 block of Merryman Avenue, Sunday. Police said the vehicle was parked alongside a house "in the tall grass." The driver told them he'd just "pulled over to sleep because he was kicked out of the South End."
Creepy: A tenant in the 100 block of North Fourth Street complained a former employee was "covering (security) cameras with tape and entering vacant apartments using ... keys he never returned," Sunday.
Problematic: A woman in the 400 block of North Fourth Street told police a man who'd been evicted from the building gave his access keys to a woman who let herself in and tried to get his belongings, Sunday. She said she didn't let the woman get the items, "which caused an argument."
Drugs: Police issued a drug treatment form to a man in the 3100 block of Homewood Avenue who overdosed, Sunday. They said Steubenville firefighters had already administered Narcan by the time they were notified, but the man "admitted snorting what he thought was a Percocet." He was taken to the hospital for further treatment.
Upset: A North Eighth Street resident told police she thinks someone stole her dog, Sunday. She said the dog was in her yard when she left earlier in the day and upon returning home she realized it was missing. The dog had not been turned in at the animal shelter, she said.
False alarm: Someone reported people outside a residence in the 5200 block of Sunset Boulevard, "attempting to harm her," Sunday. Police said the resident appeared quiet when they arrived and neighbors advised it had been "unoccupied for a while" and said they didn't hear a disturbance.
Stay out: A resident in the 400 block of Lincoln Avenue complained that strangers use his yard as a shortcut and when he asked them not to, "they become irate," Sunday. He said children were playing football in the yard next to his fence and believes one of them threw a firecracker in his yard, scaring his dogs.
Assault: A woman said she was arguing with a neighbor outside her apartment in the 400 block of South Fifth Street when a man she didn't know "came from around the building and was yelling at her to shut up and stop talking," Sunday. She said she walked to a friend's apartment but as she tried to shut it behind her he "opened the door and grabbed (her) by the throat and choked her and threw her to the ground, leaving a scrape on her arm."
Sounded alarm: An employee told police he heard someone "possibly trying to break into the basement" of a building in the 100 block of North Fourth Street, Monday. He said he could hear an individual pounding on the door, attempting to pry it open" and provided police with security footage of the man and a female companion. Police said they found a metal pry bar next to the door and also observed damage to it, "as if someone had tried to forcibly open (it)" and the employee told him it's been an ongoing issue with the male. When they spoke with the man he claimed he was given permission by a manager to check the basement "for holes in the wall and damage" because there "have been shady things happening."
Booked: Herbert Rood, 47, 1222 Oregon Ave., Steubenville, possession of drugs, Monday. Rood also was cited for driving under suspension, no registration light and expired/unlawful registration. Police said they pulled Rood over after they noticed his license plate didn't match the car he was driving and had no registration light. A plastic case containing a white rock-like substance "consistent with crack" was located in a plastic case between the drivers' seat and center console, police said.
Cited: A ticket was issued to the registered owner of a disabled vehicle on Washington Street hill, "blocking traffic and unoccupied," police said. The the vehicle was towed.
Booked: Ricky J. Sheets, 24, no fixed address, Steubenville, bench warrant, Sunday.

Complaint: A county resident told police her husband "had been drinking and put his hands on her," Saturday. She said he'd been "very disrespectful and saying rude comments to her, all while being intoxicated" and when he asked her to make dinner she told him no, so he pushed her down and "began to choke her to the point where she could barely breathe." Deputies said they attempted to question her husband but he "could not give us an answer due to his apparent drunkenness."
Punch drunk: Family members asked deputies to check on a county resident after a domestic disturbance, Sunday. The woman alleges her husband hit her in the face with a closed fist, "like I was a man," and said the day before he'd shoved her head into a wall and showed them bruising on her arm that she said he'd caused. She blamed the violence on her husband's "consumption of alcohol, which ... is frequent." She said it's been an ongoing problem. Deputies said her husband was exhibiting several signs of intoxication, including "bloodshot and glassy eyes, slurred speech and being unsteady on his feet."
Goat crossing: A Bloomingdale woman said she almost hit a goat on her way to work, Sunday. Deputies located the owner and advised her to keep the goats "in the fenced-in area."
Police said a tractor stolen from a Bergholz property in September had been located in Carroll County, Sept. 7. Deputies said the owner of the property where it was found said a man had contacted him through Facebook marketplace offering to sell it to him for $3,000. While they couldn't locate the VIN on the tractor, deputies said information they found on the front end-loader matched the one stolen from the Bergholz property. He said he blocked further messages from the seller after receiving threatening messages from him, but police had him unblock the man so they could retrieve his information. He told them the true owner's son contacted him about the items and he'd told him he'd turn it over if they were able to provide actual proof of ownership. In September the owner of the Bergholz property had told deputies a chainsaw, compressor, portable generator, eight doors and a guitar amplifier with a combined value of around $4,000, were missing along with the Kabota tractor and front-end loader.
Buyer beware: A Tennessee woman said she purchased a compound bow on Facebook marketplace from a man who gave her a Rayland address, and while she sent him the $467 asking price he never sent her the bow, Sept. 5.
