Oh, brother: Two brothers were scratched and bleeding after an altercation at their parents' home, Tuesday. One of the men said he stopped at the house to pick up his children after work and heard his brother in the bathroom, yelling and cursing at their mother. He said he told his brother to knock it off and his brother responded by "yell(ing) at him and then charging toward him." He said his brother, who lives with his parents, "tried to gouge his eyes out with his thumbs." so he defended himself, hitting him back. His brother admitted they'd argued and when he came out of the bathroom, fought, as did their father, who eventually was able to separate the two of them.
Run, buddy: A Spring Avenue resident who was "extremely agitated" was upset because a man didn't send her money earlier in the day. The man told police he couldn't send her the money without his phone and it was locked in her car. Police said she found it a short time later on the ground near her front passenger tire and "continued to scream and be irate," decreeing the man "no longer was allowed inside...the residence." The man said he lived there and his young child was still inside the residence, so she handed him out the door "while holding the child by one armpit."
Disgusting: A disturbance was reported in the 700 block of North Street, and when police arrived an officer reported seeing a small juvenile "banging on the downstairs window," Tuesday. The child's father said the child was upset that he wouldn't take her to her aunt's house." The officer said the kitchen door was open so he could see inside the residence, describing the kitchen floor as "littered with trash and old food" as well as dirty paper towels that the officer said had "obviously been there a long time." The man claimed his daughter made the mess, then let officers in to survey the scene. Police report there was a large kitchen knife under the table along with more trash, a pitcher container "full of dead flies" and dirty dishes on the stove. Aside from a tub of butter they said here was no food in the refrigerator, but the man claimed his food "was next door at the neighbors who he did not know." There were empty beer cans throughout the residence and nothing but trash on the floor in the living room, and more trash surrounding the only mattress in the house where he and the child slept. A fan at the head of the bed was missing the face, exposing the blades, and he claimed the child "tripped and (fell) into the window," shattering it. When officers spoke with the father about living conditions in the house, he claimed "all his belongings, including his food, were at another residence" in the city, but police reported he also had "a strong odor of an alcoholic beverage ... on his breath." Police called the child's mother, who told them the child had been with the father for four days. She took the child home.
Drugs: Steubenville firefighters/EMS revived a woman in the 1600 block of Ridge Avenue who'd overdosed with Narcan, Tuesday. Police located a hypodermic needle on a table next to her, so they gave the woman a drug treatment form before she was taken to the hospital. Officers had to go to the hospital later to take possession of a plastic bag with a white, rock-like substance that staff members said they found on her. Police said the substance tested positive for cocaine.
Stay home: A Lincoln Boulevard resident said a woman "came on her property and started yelling and screaming profanities at her," Tuesday.
Overstayed welcome: A Franklin Avenue resident said a man pushed her into her front door so she hit him, Tuesday. She told police she wanted him to leave her residence, and he and his girlfriend complied.
Marked: A Sherman Avenue resident told police she was at North End Park with her young child and a woman "snatched her child up, leaving a faint red mark on (the child's) upper chest area," Tuesday.
Tired: Callers thought a man standing in the street in the 600 block of Broadway Boulevard was "possibly under the influence" of narcotics, but police checked it out and said the man was "able to answer questions and showed no other signs of impairment," Tuesday. He told police if he seemed lethargic, it was because he'd been stopped at a friend's house after doing manual labor all day.

Mercer, 57, 414 McAdoo Ridge, Wellsburg, driving under suspension (license forfeiture); Owners of three vehicles parked illegally in the 100 block of North Fourth Street ticketed "for various parking violations," and two others parked in the downtown business district received tickets for parking prohibited places.
