Steubenville Police

Not buying it: A Steubenville man tried to convince city police he’s not required to have a license plate on his car, Sunday. When they stopped him in the 700 block of Lincoln Avenue, he told them he “has a right to travel on the roadway and…did not need a plate or registration to do so.” He gave them a title to the vehicle with an April purchase date plus valid insurance, but when they checked it was still titled to a West Virginia vehicle. When officers told him it was going to be towed because it did not have plates, he refused to exit the vehicle, so they had to help him out. The driver, Paul R. Perdue Jr., 56, 498 county Road 28, Steubenville, was cited for display of plates.

Spirited disagreement: A Clinton Street resident said he heard loud banging while he was showering, and when he stepped out a cousin was in the bathroom and charged him, Sunday. He said his cousin punched him, knocking him to the ground, and yelled and screamed at him before fleeing. Police said the victim had several small cuts on his head that were fresh and bleeding but refused medical attention, and his door was “completely smashed and knocked off its hinges.” Later when they located him, he told police he’d attacked the man for “spiritual reasons” and claimed his cousin had “spiritually attacked” him and his children.

Foggy: A woman in the 900 block of Oxford Boulevard told police she’d been in the South eEnd all day with friends and one of them gave her a CBD pen to smoke, Saturday. She told the police that when she finished “she could not remember anything” and has “no recollection on what all had taken place.”

Just plain silly: A woman threatened a Richmond mother because her children were crowding against the ice cream truck to see the menu and she didn’t want them near her own kids, Sunday. She told police when she asked them to move back things escalated, so she told the Richmond woman she had a knife and pepper spray and was willing to fight her.

Too quick to say: Police were advised a woman who was walking through a parking lot off Sunset Boulevard, pulling at car doors to see if any were unlocked, Saturday. They located a female who matched the description they were given but said when they talked to her “she quickly denied having any involvement” in looking for unlocked vehicles. She then told police she didn’t want to talk anymore and walked away.

Mums the word: A parent told police her daughter was jumped by four other girls on Dresden Avenue, Friday. The girl told police she was jumped “because she did not apologize for her being disrespectful.” Police located one of her attackers, who told them she “wasn’t involved and refused to speak with (them) any further.”

Repeater: The manager of a Sunset Boulevard business said when he told a man he’s not welcome on the property “the male began to cuss at him and make verbal threats,” Saturday. He said he’d told the man twice before he needed to leave and not come back, explaining to police the man just hangs out and doesn’t patronize the business. He left, but later in the day police were called back to the business because he was back, “acting weird.” Police said when they got there he was pacing “and appeared to be agitated,” and did not appear to be doing business there. He told them he only came to the location to get warm, but deputies told him he’d have to move on since he’d been asked multiple times to leave the premises.

Concerning: Multiple shots were reported in the 400 block of Henry Avenue, Sunday. Police searched the area and located evidence of the gunplay.

Foiled: Two people walking on Clair Avenue were seen trying to enter multiple vehicles, police said. The two fled the area when they saw officers.

Not worth it: A white male rolled a can of fake tan and a pack of phone cable holders for cars inside a pair of shorts and then slapped a lesser priced sticker on the outermost item at Wal-Mart, Saturday. Employees intercepted him and recovered the merchandise but said when they asked him for his name he ran out of the store and jumped in a red Nissan Rouge SUV and sped away. The items were worth less than $30.

Gone: An Arlington Avenue resident said a bike that some kids in the neighborhood made comments about stealing turned up missing, Saturday. The bike was a red Japan EX 90 bike with a broken rear fender.

Hearing things: A caller reported hearing shots fired in the vicinity of Oregon Avenue and Woodlawn Road, Friday. Police spoke with some people in the vicinity who told them “They heard either gun shots or fireworks” in the McDowell Avenue area near Oregon and Pennsylvania avenues, while others who said they’d seen fireworks “coming from the university area.” Police searched the area on foot and in vehicles but didn’t find anyone who’d been injured or any property damaged, nor did they find evidence of gun play.

Agitated: Officers responded to a possible domestic in the 1400 block of Plum Street and said a woman there “became irate with (them) and was concerned with finding her phone,” Saturday. She said a male companion struck her in the face while they were in a vehicle then jumped out, but she didn’t want to pursue charges. Police said she had no visible injuries.

Popped: A caller reported hearing possible shots fired at Oakmont Avenue near Maple Place, but an officer said around that same time he’d observed “two pops … that sounded like they could have been fireworks,” Friday. Police checked the area anyway but didn’t find anything unusual.

Blunder: A city resident was booked into the Jefferson County jail after allegedly trying to leave Wal-Mart with oranges and a pair of jeans that she hadn’t paid the full price for, Thursday. Employees told police they watched Tracy Rago, 45, 123 Welday Ave., use tags for lesser priced items to scan her selections, valued at $26. Police said Rago had an outstanding warrant out of Allegheny County, so in addition to being charged with petit theft she was booked into the Jefferson County jail on a fugitive from justice warrant.

Easy does it: Callers reported a disturbance in the 200 block of South Fourth Street, Thursday. The male told them the disagreement was verbal only, but after the argument was over “(she) began crying, screaming and was unable to calm down.” The female also insisted it was purely verbal and she didn’t want to pursue charges, police said.

Booked: Bryan Lamar Handy, 47, no fixed address, aggravated burglary and assault, Sunday.

Code issues: Notices of violation were sent to owners/occupants of properties at 422 McKee St. (vacant lot), 910 Maple Way, 2823 Cleveland Ave., 722 Adams St., 1302 Belleview Blvd., 1304 Belleview Blvd., 1306 Belleview Blvd., all for high grass/weeds.

Ellis, Willow Street, Pa., blocking a driveway; Ross Dye, 77, Toronto, failure to control; Donald Kakascik, 46, 383 Terrace Drive, Wintersville, changing lanes without caution after a two-car accident Friday in the 4400 block of Sunset Boulevard; Michael Dalbenzio, 51, 646 Prospect Ave., Steubenville, driving under suspension; James J. Jefferson County Sheriff

Took it hard: A Wintersville woman said her ex-roommate has sending her harassing messages on social media “ever since finding out (she) had slept with (the former roommate’s) ex-boyfriend,” Thursday. She said the ex-roommate is calling her names and threatening to shoot out her car windows and slash her tires.

Custody issue: A Toronto woman was upset her child’s guardian skipped a court-scheduled visitation, Saturday. The guardian told deputies the woman had recently been arrested for drug possession and she hadn’t heard from her until Friday, but she was rambling badly on the phone and believed she was under the influence. The woman was named guardian several years ago due to previous child endangerment and drug-related charges and said she felt it was in the child’s best interest not to go with the mother at that time.

Eyes on them: Deputies responded after a caller on county Road 19, Mingo Junction reported a couple left their child in the car while they were arguing, Saturday. They said the child was healthy and unhurt, as were the parents. The parents told deputies the child was only in the car for five minutes prior to them leaving for a family member’s home. Both were advised to “keep better eyes on their child and not to leave her unattended in a vehicle.”

Turned away: A Rayland woman told deputies her friend’s boyfriend showed up at her home in Dillonvale, apparently under the influence of drugs and was trying to get in, Sunday. The friend said he was initially on foot, standing outside her house saying, “Honey, I’m home and I’m coming in” but when he couldn’t get in he left and came back in his truck and removed a toolbox and began messing with the basement window, so she called the Rayland woman who reported it.

Vandalized: An Island Creek township resident told police someone threw two tiki torches into her pool, Friday. She believed a neighbor was involved, but police talked to him and he said he’d found rocks from her yard in his several days before and believed them to be from around her pool, so he brought them over.

Anger issues: A Tiltonsville couple argued about relationship issues all night after the male came home intoxicated, Sunday. They said the dispute didn’t become physical, although he punched a hole in a bedroom wall and damaged a door.
