Arrested: Mark A. Galiano Jr., 22, Apartment 1, 190 Washington Pike, Wellsburg, driving while license revoked for driving under the influence and possession of a controlled substance, April 14.

Jefferson County sheriff
Disgruntled: A Rayland man told deputies another car followed him home, and a man jumped out of it and ran up to him screaming, Saturday. He said the man, a brother of a woman with whom he shares a child, took a swing at him but missed. The man told deputies the woman had been texting and calling him all day but he had not responded to any of her messages.

Steubenville Police
Lost and found: A juvenile got lost while walking in Union Cemetery with his mother, Monday. The youth called 9-1-1 and described his surroundings, and police were able to locate him. He was reunited with his mother at the police station.
Booked: William T. Neal, 41, 1410 State St., Steubenville, violation of a child protection order, Sunday. Neal allegedly kidnapped his child from his foster home in Pennsylvania, despite a court order barring him from contact with the child.
Rocky road: Motorists complained that a small group of juveniles were throwing rocks at vehicles in the 1200 block of Ridge Avenue, but police were unable to locate any childredn in the area, Monday. They said the area appeared to be in order.
Cruel treatment: Police checked the 400 block of South Fifth Street after a report that someone was striking a dog repeatedly, Monday. An officer checked the area and did not observe anyone with a dog.
Upset: Police responding to reports of a disturbance at a South Fifth Street residence said a woman told them she and her boyfriend were arguing because he'd left her daughter outside by herself, Monday. The boyfriend told officers everything was fine.
Danger: Police were dispatched to Wellesesley Avenue after a woman was spotted walking down a hill, stumbling in and out of traffic, Sunday. The woman told police she was trying to walk to a friend's house to stay the night. She said she'd used heroin that morning and hadn't slept.
Bad seat: Three juveniles seen sitting on the Washington Street bridge were advised not to do it, Sunday. The three said it's a quiet place where no one bothers them and they have no intention of doing anything bad, but police told them motorists find it alarming to see them perched there.
Booked: Police said two people were taken into custody after callers requested a welfare check after seeing a man slumped over in his car for several hours with the car door open, Sunday. Luke Hunter, 30, and Brandi Diedwards, 33, both of 4097 Stratford Blvd., Steubenville, were each charged with felony possession of drugs and served with warrants for failure to appear. Diedwards also was charged with misdemeanor drug possession and possession of drug paraphernalia. Police allege each of them had possession of a substance that tested positive for methamphetamine. Diedwards also allegedly had Xanax pills and several crack pipes in her possession, they noted.
Perspectives: A Grandview Avenue resident told police two men tried to take a lawn mower from her property, Sunday. She said while one of the men asked if the mower was for sale, the other tried to push it away, but when she yelled at them to leave they did. A neighbor who witnessed the incident said the men weren't trying to steal the mower but had asked if it was for sale and as soon as the woman yelled that it wasn't, left.
Bickering: Wilson Avenue residents argued over a loud radio, Sunday. Both parties said it's been an ongoing issue. The caller said he tried to speak with the other man about it but it led to an argument.
Theft reported: A resident told police a man known to her pushed his way into her apartment, grabbed her by her hair and began to choke her, Sunday. She said he stole $400 she had hidden in the apartment as well as a laptop they had purchased together the day before.
Pushed: A Euclid Avenue resident said a man tried to force his way into her home while she was on the back porch smoking a cigarette, Sunday. She said he knocked her to the ground, but she was able to grab a frying pan and he took off running. She said the intruder was a male wearing a black toboggan and a dark-colored hoodie.
Threatened: A city resident told police he's getting threatening text messages and videos from another man, Sunday. He said the man is using multiple random numbers to relay the threats, which have include brandishing a firearm.
Wrong place: A South Sixth Street resident told police a stranger was banging on her door, Monday. After identifying himself, police learned the man was looking for a woman who did not live at the address. He was given a ride back to his residence in the North End.
Two people in the 500 block of Grandview causing a disturbance told police they were having "ongoing issues with each other and a verbal argument ensued," Monday. The two agreed to separate and go to bed for the night.
Malfunction: A resident called police to report the railroad crossing gates at Sixth and Market streets were not working properly, Monday. Police were told the lights were flashing but the arms weren't coming down. Norfolk Southern was made aware of the issue and dispatched a crew to correct the problem.
Bumper: A Brady Avenue resident filed a vehicle damage report, but told police he wasn't sure where or when the car was struck, Monday. He said he'd been at a gas station and a retail store before parking it outside for the night. The officer who took the report said he was unable to determine how the damage occurred, adding he did not see paint transfer or obvious markings "that would indicate that the damage was from a second vehicle striking his" though there was a deep scratch in the driver's side bumper, two cracks in the plastic bumper near each headlight and several body snaps that were loose or broken.
