STEUBENVILLE — Jefferson County has now lost two residents to COVID-19. The second victim, a female with underlying health conditions, died Tuesday in a hospital. To protect the family’s privacy, Jefferson County Health Commissioner Nicole Balakos declined to say what hospital was treating her, where the victim lived or, in this case, her age because it could be identifying.
