STEUBENVILLE — Steubenville City Schools officials on Friday released plans for the new school year spurred by the pandemic, including an option for parents to keep their children home to participate in remote learning. MONACA, Pa. — Lew Villotti recalled meetings years ago about the petrochemical cracker plant that Royal Dutch Shell was planning to construct in the Beaver Valley.
