Steubenville man pleads guilty to DUI causing death
WELLSBURG — A Steubenville man pleaded guilty Tuesday to driving under the influence causing the death of any person.
Chad Allen Keyser, 35, of Steubenville, faces three to 15 years in prison and a fine not less than $1,000 or more than $3,000 for the crime.
He is slated to return for sentencing before 1st Judicial Circuit Court Judge Jason Cuomo following a pre-sentence investigation ordered by the judge.
Brooke County Prosecuting Attorney Allison Cowden noted that under state law, his driver’s license may be revoked for 10 years following his incarceration.
According to court documents, Keyser was under the influence of a controlled substance on May 3, 2024, when a vehicle he was driving crashed into the support pole for a traffic light on state Route 2 near the Follansbee Walgreen’s.
Police said inside the vehicle with Keyser was Christine Michelle Shannon, who received blunt force injuries to her head and other areas of her body and was transported to WVU Medicine-Weirton Medical Center, where she was pronounced dead.
Cowden said, “At the time of the accident, the defendant, Chad Keyser, advised officers that he had taken 5 ccs of heroin before operating the vehicle. He was transported to Weirton Medical Center where he consented to a blood draw.”
“The specimen was sent to the WVSP crime lab where it was tested and showed that at the time of the accident the defendant had benzoylecgonine (cocaine metabolite), fentanyl and norfentanyl in his blood,” she said.
Cowden said the state Medical Examiner’s Office determined Shannon died from injuries received from the crash, including a subdural hematoma, lacerated liver and spleen and other multiple blunt force injuries.
