Sexual assault case among sentences ordered in Brooke County

WELLSBURG — A Wellsburg man ordered to serve 16 to 45 years in connection with a sexual assault case was among four individuals who appeared for sentencing in Brooke County Circuit Court on Monday.

Glenn Allen Adams, 40, of Wellsburg, was ordered to serve consecutive sentences totaling 16 to 45 years after pleading guilty to one count each of second-degree sexual assault, first-degree sexual abuse and incest as a jury was being selected for his trial on Feb. 11.

The charges stemmed from actions involving a minor in his care in 2021.

The victim, who had been slated to testify during the trial, submitted an impact statement as part of the pre-sentence investigation ordered by 1st Judicial Circuit Court Judge Jason Cuomo.

Cuomo also ordered Adams to register for life as a convicted sex offender.

Prior to his sentencing, Adams offered an apology to the victim and to the court.

Under state law, Adams faced 10 to 25 years in prison for second-degree sexual assault; one to five years in prison for first-degree sexual abuse, and five to 15 years in prison for incest.

Also sentenced were Shane Matthew Brown, 34, and Belinda Porter, 34, both of Follansbee, for two counts of gross child neglect creating substantial risk of death or injury.

Both were sentenced to two years of supervised probation and five years of supervised release.

Brooke County Prosecuting Attorney Allison Cowden had sought a jail sentence of one to five years for the two, whose attorneys had submitted plea agreements for them earlier.

Brown and Porter each had been indicted on 10 counts of child neglect creating substantial risk of death or injury.

According to court documents, Brooke County sheriff’s deputies found one of their children standing alone on Main Street (state Route 2) in Follansbee at about 8:15 a.m. on July 7.

The officers said, through their investigation, they found the pair’s home to be “in deplorable conditions and without necessary food.”

Also sentenced was Ian Tyler Kolman, 30, of Weirton, who pleaded guilty to fleeing with reckless indifference to the safety of others.

Kolman was sentenced to one to five years for the crime.

According to police reports, Kolman was driving a stolen vehicle on Aug. 14 when he was pursued by police from Steubenville across the Veterans Memorial Bridge and struck two Steubenville police cruisers as he proceeded at a high rate of speed into Brooke County, where he was arrested.
