Grants to help with city water project

STEUBENVILLE — The city has been awarded $250,000 in grant funds through the Appalachian Regional Commission for the West End water project.

U.S. Sen. Sherrod Brown, D-Ohio, announced the grant award Wednesday, saying the funding would “help to improve access to safe and clean water for Steubenville residents and business owners.”

Water Superintendent Jim Jenkins said the ARC grant is “significant.”

“Every amount of money is crucial in grant funding,” he said. “ARC has always been great for the city as we have received several of those grants in the past. It is one piece of the puzzle — not necessarily the first, but an important one.”

Jenkins said the city has also received $1 million from the U.S. Army Corps of Engineers through its Section 594 Cost Sharing Program, “(and) we are still awaiting word on our application that was submitted in August for $5 million through the state of Ohio’s Water and Wastewater Infrastructure Grant.

“All of these grants and a loan of $1.6 million from Ohio EPA will fund the West End Water Project,” Jenkins said. “The grants are vital for the city as they are in a sense free money that sets the cost in which the residents would bear for this project.”

Brown said the grant will help the city provide better service to the 127 businesses and 2,944 households in the West End Service District of Steubenville, adding, “Strong water and sewer infrastructure is critical to Ohio communities’ ability to be economically competitive.”
