Steubenville celebrates promotion, new hire for police department

City police celebrated one officer’s promotion and another’s hiring Friday at Fort Steuben Park. Ryan Lulla was promoted to sergeant. Lulla is the son of Ed and Connie Lulla and a seven-year veteran of the force. Joining him for the swearing in were, from left, Municipal Judge John Mascio, Police Chief Bill McCafferty; Ed Lulla; Ryan Lulla; his wife, Leanna, who held the Bible during the ceremony; and City Manager Jim Mavromatis. -- Linda Harris
Dominic Rogers is sworn in as the city’s newest patrolman. Formerly an auxiliary officer in Wintersville, Rogers is the son of Richmond residents Neysa and Mark Rogers.
