Charge expected in alleged assault

STEUBENVILLE — Jefferson County Assistant Prosecutor Steve Lamatrice said a rape charge was to be filed today against Jeffrey Osborne, 24, 403 N. Fourth St. in connection with an alleged attack against a woman early Friday morning.

City Police received reports around 2 a.m. on Friday that a naked woman had come to the Friendship Room at 419 Logan Ave.

Police reported the woman said she had been raped by a man in an apartment about a block from the Friendship Room. The woman described the man to officers.

The description was relayed to other officers, and a search of the area began.

Police saw on city crime cameras a man running toward North Street from Dock Street and hiding behind a Dumpster at a warehouse at North Seventh and North streets.

Police reported the man took off running toward Logan Avenue when officers arrived. The man was apprehended on the railroad tracks just north of Logan Avenue.

Police said he matched the description of the wanted suspect.

The suspect was taken to the Friendship Room, where the victim positively identified the man as the one who raped her, police reported.

The suspect and the victim were interviewed by a police detective.

The victim was taken to Trinity Medical Center West emergency room, where a rape kit was completed.

Officers secured the apartment at 403 N. Fourth St. where the alleged incident happened, and worked to gather evidence.

Osborne was being held at the Jefferson County jail without bond.
