Man arrested for alleged kidnapping day after sentencing

STEUBENVILLE — A man who was sentenced to probation on Tuesday on a felony domestic violence charge was arrested one day later for allegedly kidnapping his estranged wife.

Jefferson County Sheriff’s Department reported Tina Hanlin, 43, the estranged wife of Richard C. Hanlin, 45, of Irondale, had texted a friend saying she was being held against her will by her husband on Wednesday evening. A deputy was able to “ping” the cell phone and locate it at a house at 1883 Island Creek Township Road 371, Toronto. Richard Hanlin was coming out of the house when deputies arrived.

Tina Hanlin, who was intoxicated, said she was driving on Island Creek Township Road 375 and being followed by Richard Hanlin, according to the report. The two were talking on cell phones when Richard Hanlin convinced her to pull over at the Pleasant Hill ballfields, a deputy said. The estranged wife told the deputy her husband grabbed her by the arms and made her get into his truck and took her to the house on township Road 371.

Richard Hanlin said he met his estranged wife at the ballfields and she willingly came to the house, a deputy said.

He was taken to the county jail on pending charges of kidnapping and domestic violence.

On Tuesday he was placed on three years of probation by Jefferson County Common Pleas Judge Joseph Bruzzese Jr. after he pleaded guilty to felony domestic violence, resisting arrest, obstructing official business and aggravated menacing.

Bruzzese told Richard Hanlin at sentencing not to have any contact with his wife during his probation. He faces 18 months in prison if he violates probation.
