Steubenville police

Partied out: A man police said was “highly intoxicated” told them he lost his wallet outside a house in the vicinity, Wednesday. He said the wallet contained about $1,100. Family members directed police to a residence where he might have been but the occupant, also highly intoxicated, couldn’t help.

Lose something? A shopper found a wallet at the Hollywood Plaza Kroger and turned it in, but employees told police they thought it contained drugs, Wednesday. Police said they found a bag with a light gray powder believed to be heroin, and numerous other bags and papers with drug residue. Officers said the bag of heroin weighed in at 1 gram.

Runner: A resident in the 1200 block of Pennsylvania Avenue told police a man was going door-to-door begging for money, and at one point tried to break into someone’s vehicle, Wednesday. The caller told police he saw a male with dreadlocks wearing a white shirt and grey sweat pants reach through a partially open window on a PT Cruiser and try to open the door. He said when he confronted the man, he fled. An hour later, a man matching that same description was said to be asking people for money in front of Maryland Market despite being banned from the premises. As police approached, he fled through the alley, and when officers spotted him in the 1400 block of Maryland Avenue, he took off running again. Witnesses reported seeing him first in the 1200 block of Pennsylvania Avenue, then cutting through yards to Ridge Avenue and finally running toward the 500 block of Union Avenue, where he managed to lose them.

Caught: A woman told police she caught a man rummaging through the center console while her car was parked in the 1400 block of Columbus Circle, Wednesday. She said he told her he was looking for his mother’s purse. She described him as a young, thin, male with a goatee wearing an “Elvis” shirt. He fled before police arrived.

Unfriendly warning: A man who’d been shopping at a downtown business told police as he left the store, a female known to him threatened to cut his tires and break his car windows, Wednesday.

Hands tied: Police had to tell a Euclid Avenue resident they couldn’t remove another woman from her residence because the intruder’s husband gave her permission to stay there rather than in the upstairs apartment, Wednesday. The woman had entered the residence by climbing through the kitchen window.

Code Issues: Notices of violation were sent to the owners of properties at 719 Woodlawn, 308 Kingston Ave., 911 Pittsburgh St., 1248 Wellesley Ave., 711 Oakmont Ave., 1412 Orchard St., 2717 Cleveland Ave., 1534 Oregon Ave., and 722 Woodlawn, all for high grass.

Dumped: A Belleview Boulevard resident told police individuals in an older blue pickup dumped grass clippings and brush between his property and a neighbor’s, Wednesday. He said when he yelled at them, they fled.

Pilfered: A woman told police someone stole $10 from the center console while her car was parked in the 1400 block of Foster Place, Wednesday.

Booked: Joseph W. Francis, 34, 973 Potter Ave., Steubenville, possession of drugs, Wednesday. Francis also was cited for driving under suspension.
