Steubenville Police
Party favors: A man in a parking lot in the 200 block of North Seventh Street told police he’d been assaulted at a party by his girlfriend, Monday. Police said he told them she hit him in the face, but no injuries were observed, then claimed he’d “been assaulted by her in the past.” When they spoke with the girlfriend, she told them “she never hit him and does not know why he is making the claim.” Police advised the report will be forwarded to the prosecutor for review.
Sad tale: A woman was sleeping on the sidewalk in the 200 block of North Seventh Street, Sunday. She told police she couldn’t move “due to frostbite on her hands and feet.” She was taken to an area hospital for treatment.
Charged: A city resident was taken into custody after employees at Wal-Mart claimed she tried to leave the store with clothing, alcohol and other items stuffed in bags and wearing a hoodie she tried on but didn’t pay for, Sunday. Police said Sabrina Cline, 22, 449 Gardendale St., was charged with petit theft. Employees told police they’d like to pursue charges against her two companions as well, claiming that while they “didn’t physically stuff the bags with items themselves, they were aware” of what Cline allegedly was doing and when they were stopped at the door, one of them “told everyone to run,” police reported. Police said surveillance footage will be forwarded to the prosecutor for consideration of additional charges.
Served: A caller requested a welfare check on an individual at Fort Steuben Apartments, but police ended issuing summonses to her and her male companion after learning they had warrants for their arrest, Sunday. Misty Goray, 48, and Brandon Winston, 30, both of 180 N. Fourth St., Apt. 709, were issued summonses after officers discovered were wanted for theft.
Party: A caller reported a woman screaming in an apartment in the 800 block of N. Sixth St., Monday. Officers said they discovered a party was in progress and spoke with the hostess, who said everyone was just leaving.
Booked: Terrence Toson, 54, 423 N. Seventh St., Steubenville, Municipal Court, trafficking drugs, Sunday. Police also served Toson with a warrant for failure to appear for sentencing on an April property maintenance violation. Judge John Mascio Jr. sentenced Toson to three days in jail plus costs and set bond at $25,000 on the drug charge. Toson also was warned if the property is not cleaned, he can be recharged, Mascio said.
A resident reported seeing someone in her front yard as well as the back yard, Monday. Police checked the property and found no one and said all appeared to be in order. The woman then asked that they check her basement, but police said they found nothing amiss there, either. She called again later to report hearing someone in her house.
Rude: Neighbors complained of loud music coming from an apartment in the 400 block of Lawson Avenue, Sunday. Police said they heard the music, too, but when they tried to speak with the resident no one came to the door.
Charged: Cassie Thornton, 45, 209 Isabell St., Brilliant, petit theft, Monday. Employees at Wal-Mart allege Thornton tried to leave the store without paying for for multiple items, police said.

Charged: Randy P. Barnhart, 38, 54 27th St., Wellsburg, domestic assault and possession of a controlled substance, Saturday.
