Suspicious minds: A Wintersville resident said her weed plant was stolen again, Thursday. She said she found a hair in the dirt and it belongs to the suspect, who she thinks she knows. She said she cut the hair in half “because the last time she gave one to an officer and he threw it away, so she’s keeping half (this time) for proof.”

Couldn’t go: A caller in Tiltonsville reported a woman on her property without permission wouldn’t leave, Wednesday. She said she told the woman several times she wasn’t supposed to be there but she stayed anyway. The stranger left the property after deputies helped change her tire.

Parking problem: A Toronto resident was concerned because a red van had been parked under the overpass bridge for a week, Wednesday. The caller said the van’s owner “appeared to be living in it,” with chairs set up outside and blankets, and was concerned that it might pose a hazard to motorists. Deputies checked the area but didn’t find the van.

Cited: Desarae Callehan, 71, East Palestine, driving under suspension and a turn signal violation.

Steubenville police

Hard times: A caller reported a woman in a dumpster behind a building in the 100 block of North Fifth Street, Wednesday. Police said the female was sleeping in a recycling dumpster, and when they stirred her she woke up. After identifying her police said she refused medical treatment.

Down time: While patrolling the 600 block of Washington Street, police spotted a man sleeping on some steps, Wednesday. They told him he cannot loiter on the steps or sidewalk, so he gathered his things and left the area.

Drugs: Someone spotted a man face down on the ground by a shelter at Beatty Park, Wednesday. Police roused the man, who they said admitted using drugs. Police said they found a small amount of heroin and numerous pieces of drug paraphernalia at the scene, which was seized and destroyed. The man was transported to the hospital for treatment.

Magnet for trouble: A city resident told police a woman accused him of breaking into a vehicle and stealing a credit card, Wednesday. He said he told her “he knows nothing about the theft and was not involved,” but claims she told him if she sees his child’s mother, she will assault her.

Domestic disturbance: A city resident was taken into custody after police allegedly interrupted an altercation in the 700 block of Oakmont Avenue, Wednesday. Police said Rudolphus Strawder, 56, 731 Oakmont Ave. (rear), was booked into the county jail on a charge of violating a protection order. The female was unsure about pursuing charges, but police allege when they arrived, the altercation was still in progress and said that, “based on the severity of the incident,” they filed charges themselves. The victim told police she didn’t know he had a key until she saw him let himself in a back door. Strader said he went to the residence to speak with his child and denied threatening his ex.

Starting young: Three juveniles who entered a car parked in the 200 block of South Fourth Street were taken to detention, Wednesday. A caller had reported seeing three subjects, one wearing a mask, reach into the vehicle and steal a white bag. When police arrived they fled, but officers were able to locate all three of them. The missing items were recovered, police said.

Intruding: An Adams Street resident told police his landlord has entered his apartment at least four times when he wasn’t present, Wednesday. He said his interior cameras have captured footage of the landlord coming in his apartment without his knowledge or permission.

Stolen: The owner of a car parked in the 2800 block of Cleveland Avenue said someone entered through an unlocked door and stole a lanyard with keys on it, some lottery tickets and a T-shirt.

Lockout: A woman was seen checking car doors in the 600 block of Ross Street, Wednesday. Police said her belongings were in her boyfriend’s car but it was locked. She was advised to leave the area until she can contact him to open it up for her.

Summons: A city resident was issued a summons for criminal trespass, Wednesday evening, and then booked into the county jail early Thursday morning on a probation violation. Police said Angelo Rizzo, 34, no fixed address, was taken to the county jail and issued a summons for criminal trespass after they found him at a property in the 100 block of North Fourth Street not long after they’d reminded him he’d been banned from the grounds and could not return. A few hours later, police said they were talking to Rizzo in front of the same building when they were advised there was a warrant for his arrest on a probation violation.

Booked: Anthony T. Brown Jr., 35, Frederick, Md., operating a vehicle under the influence, Thursday. Police allege Brown was “passed out and slumped over” when they found his vehicle parked in the roadway at the intersection of Ross and Fifth streets. They said the vehicle was still running and in gear with his foot on the brake and claim he smelled of alcohol and was unsteady on his feet.

Booked: Lloyd B. Williams Sr., 62, 707 Market St., Apt. 409, Steubenville, warrant for failure to appear, Thursday.

Code issue: Notices of violation were sent to the owners/occupants of properties at 1542 Oregon Ave., garbage piled in back yard, furniture stored on front porch and driveway and under tarps in a shared driveway.
