Brooke County sheriff

Arrested: Michael Arthurs, 29, 125 Jessica Lane, Follansbee, driving while suspended and possession of a controlled substance, Aug. 5.

Arrested: Ricky L. Dickson III, 30, Avella, Pa., two counts of possession of a controlled substance, Monday.

Arrested: William L. Hutcheson, 36, Cleveland Heights, Ohio, and Michael A. Mercer, 44, 147 McAdoo Ridge, Wellsburg, both for driving under the influence, Monday.

Follansbee police

Arrested: Francisco D. Licea, 39, Apartment C, 124 Woodcrest Road, Follansbee, violation of protective order, Saturday.

West Virginia State Police

Arrested: Dawn D. Meyers, 49, 46 Ottawa Road, Wellsburg, driving while suspended for DUI, expired registration and no inspection or proof of insurance, Sunday.

Jefferson County sheriff

Message received: A Bergholz man in the middle of a divorce found a sex toy hanging from the trunk of his car with a suction cup and a woman’s thong dangling from the driver’s side mirror, Wednesday. Deputies said there was no property damage.

Meth: A man was found talking to himself and jumping out in the roadway on state Route 7 between Pottery Addition and county Road 56, Wednesday. Dispatchers reminded deputies they’d handled a similar call involving the same man a few days earlier, and that time he was carrying a pipe. Deputies said he appeared to be under the influence but told them he hadn’t smoked meth in four days.

Not making sense: A Rayland woman said her adult grandson was behaving erratically and threatened to head-butt her and choke her during an argument, Thursday. They located the man driving grandma’s vehicle, and he said they were arguing over a surveillance camera that was supposed to be on her front porch but had been moved or unplugged. He then said they were arguing because of lax tax paperwork. When deputies asked him what the tax paperwork had to do with the argument, he just said “everything” and then claimed grandma moved the camera herself and the proof was on his phone. He insisted he had videos on his phone that would prove his innocence, but would not share his pass code with deputies.

Rolled away: The site manager for a Bloomingdale construction company said two full spools of wire were stolen from a work site, Wednesday. Deputies said the spools, valued at a combined $11,385, appeared to have been turned over on their side and rolled along a ditch at the back of the job site, then rolled up a small hill to where a vehicle was waiting on township Road 221.

Booked: Charles Richard Butler, 24, 11472 state Route 150 Rayland, domestic violence, Wednesday; Christopher Yanda, 27, 109 Ben Mar Ave., Mingo Junction, assault, Wednesday.

Steubenville Police

Puzzling: Police responded to the 1400 block of Oak Grove Avenue for reports of an active fight between parents and juveniles, but found a group of people standing the roadway, Wednesday. They were told there was no fight, but the “juveniles were throwing eggs at each other.” All involved were advised to separate and stay inside for the night.

Red-handed: The manager of a mall business said someone has been dumping household garbage beside his business dumpster, Wednesday. He said it’s been an ongoing problem and he finally went through some of the junk and located mail with a woman’s name on it. He told police he wants her to stay off the property unless she is shopping. He’s also going to post no trespassing signs near the dumpster.

Ooops: Robert Vojvodich, 52, 150 Leonard Ave., Wintersville, possession of drug paraphernalia and warrants for failure to appear in municipal court and Toronto county court. Police on patrol took Vojvodich on the warrants, and when they searched him police said they found a crack pipe with chor hidden in a cigarette pack.

Code issues: Notices of violation were sent to the owners/occupants of properties at 1809 Williams Place, weeds; 726 Kendall Ave., 730 Kendall Ave., 733 Kendall Ave., 1628 Oregon Ave., 1232 Wellesley Ave., 1242 Wellesley Ave., 1244 Wellesley Ave. and 801 Broadway Boulevard, all high grass/weeds;115 Marion Place, junk in the driveway and backyard; 723 Kendall Ave., litter and garbage on the front porch;

Booked: Diana L. Welling, 50, 2623 Whitehaven Blvd., Steubenville, DUS, Wednesday.

Served: Brittany Alvis, 32, 634 Grandview Ave., Steubenville, warrant, Wednesday.

Cited: Ashanea Herrin, 26, 711 Market St., Steubenville, no headlights, DUS and expired plates. Police said Herrin was traveling with no headlights or taillights illuminated and the vehicle’s registration had expired in March.
