Arrested: James Blackwell, 40, 711 Oakmont Ave., Steubenville, cruelty to animals, Friday.
Cited: Terrance G. Smith, 52, 1203 Oakgrove Ave., Steubenville, speeding; Richard M. Pompa, 61, 330 Terrace Dr., Wintersville, red light violation; Laterra ShaVawn Poole, 351 4409 Country Club Drive, Apt. 37, Steubenville, driving under suspension; Clarence A. Mcune, 627 Pennsylvania Ave., Midland, Pa., parking in a handicapped restricted area. Police also reported all four tires on the Mcune vehicle had been flattened and the license plate removed, Friday.
Petty theft: Someone removed a car stereo from box, concealed it in his pants and left Walmart without paying, Friday. The stereo was valued at $300.
Theft: Hand and power tools stored in three Craftsmen tool boxes taken from a garage in the 1100 block of Wellesley Avenue, Friday.
Taken: A bike was stolen from the front porch of a home in the 1500 block of Oregon Avenue, Saturday.
Vandalized: A resident in the 700 block of Rosswell Ave., Steubenville, reported a subject known to him kicked his door, breaking a window, then tried to enter his resident, Saturday. Resident said his sink was broken as well.
Stolen: A Hopedale resident reported his Acer laptop was removed from a vehicle parked in downtown Steubenville, Thursday.
Theft: About $10 in coins removed from a vehicle at Pine Valley Apartments, Steubenville, Friday.

Vandalized: An unknown driver ran over a mailbox on County Road 74, Mingo Junction, Saturday.
Arrested: Travis Lower, 26, 141 Parkdale Road, Steubenville, failure to appear (District 1) and contempt, Saturday.
Arrested: Curtis Smelley, 47, 11 Cromwell St., Apt. 1, Wheeling, menacing by stalking and criminal damage, Saturday.

Arrested: Tyler Giullo, 24, 2904 state Route 150, Dillonvale, operating a vehicle under the influence, driving left of center, no seatbelt and disregarding an emergency vehicle, Saturday.
