Reading standards reason for pause

An Ohio initiative to improve literacy for elementary school students has hit its first milestone, as fall reading test results were released in December. Under the standards of the Third Grade Reading Guarantee, more than 34 percent of third-graders who participated in state tests are now at risk of being held back to repeat third grade, if they do not improve enough to meet new reading targets by the end of the summer.
