Theft: Two guns taken from residence in the 1300 block of Wellesley Avenue during the past month.

Arrested: Latasha Birden, 23, 1321 Oregon Ave., warrants charging petit theft and violation of no contact order, Monday.

Cited: Kaitlin Wenger, no age listed, Apartment 3, 404 Lovers Lane, expired registration; Stephanie Diekman, 41, 5279 state Route 43, Richmond, failure to control; and Chelsee Snape, no age or address listed, no seat belt.

Arrested: Patricia Fithen, 46, 301 Ohio St., Brilliant, bench warrant out of municipal court, Monday.

Arrested: Dyane Hickman, 30, 2371 township Road 157, Rayland, bench warrant out of municipal court, Monday.

Arrested: Markus R. Hopkins, 24, Apartment C, 1130 Lincoln Ave., operating a vehicle under the influence and falsification, Monday.

Theft: Five storm drain covers discovered taken Monday from various streets in the south end. Wastewater department called to place cones around the open storm drains.

Jefferson County sheriff

Arrested: Devon Bullum, 25, 263 Commercial Ave., Mingo Junction, contempt of court warrant out of Wintersville county court, Monday.

Ohio State Highway Patrol

Arrested: Donald Vaughn, 25, Conneaut Lake, Pa., marked lanes, possession of drug paraphernalia and possession of heroin, Monday.

Brooke County sheriff

Cited: Janet L. Hornsby, 43, 289 Northview Road, Wellsburg, driving while suspended-administrative; and Isaac Louthen, 29, of Follansbee, defective equipment and reckless operation.

Theft: A representative of Precision Pipeline, a Eau Claire, Wis., company doing business in Brooke County, reported eight 10-foot pieces of pipe and six 12-foot pieces of pipe were taken from its staging area behind the Dollar General Market Thursday or Friday.
