STEUBENVILLE - The Jefferson County Community Action Council is continuing to assist residents with the emergency Home Energy Assistance Program until March 31.
According CAC Operations Manager Eliza Kelley, "H.E.A.P. assists income eligible residents with their heating bills whether its natural gas, electric, propane, bulk fuel, coal or firewood. A disconnect notice is required for gas and electric. The potential client must have less than a 10-day supply of bulk fuel.
"Benefits for emergency assistance range up to a maximum $175 for gas and electric and $750 for oil, kerosene, propane and bottled gas. Coal, wood or solid fuel benefits are up to $350. If a delivery is made and the maximum benefit is not used, the client cannot receive a second delivery," said Kelley.
Rules regarding percentage of income payment plan may require a customer to make a co-payment if certain conditions are not met.
Those interested should call the CAC office at (740) 282-0971, extensions 138 or 144, to schedule an appointment.
"Our office hours are 8:30 a.m. until 4:30 p.m. Monday through Friday at 114 N. Fourth St. in Steubenville. Home visits are available for the elderly and or disabled persons unable to travel," noted Kelley.
"Documentation must be presented during the application process including proof of income for all members of the household who are 18 years of age or older. The documentation can include pay stubs, Social Security checks, award letters or bank statements, alimony, child support, pensions and utility allowances. Social Security cards for all household members, birth certificates, utility bills with a disconnect notice and vendor information are necessary," Kelley explained.
"Persons claiming zero income must provide written proof, which may include a statement from any individual who is providing financial assistance to the applicant. And a Department of Job and Family Services statement is also needed at the application. Applications will not be processed without necessary documentation," said Kelley.
She said the maximum family income for four persons is $46,100.
