WEIRTON - The city's building enforcement agency heard from some downtown residents about an Orchard Street property during Tuesday's meeting.
Dawn Young, 3139 Orchard St., was among those in attendance to comment on the property at 3118 Orchard St. Young said renters are no longer living at the house, but there are issues that need to be addressed.
"I've walked by the property many times and smell a foul odor," she said.
Resident Rick Stead also appeared before the board, saying he has lived in the neighborhood for much of his life. He said he is aware the structure currently is vacant and has heard the property owner lives in Florida.
Ward 4 Councilman George Ash, who sits on the board, also read a letter from another area resident commenting on the state of the property, citing issues with garbage and rodents.
Chief Code Official Rod Rosnick explained the city's inspections department would have to follow procedures before any action could be taken, including attempts to reach the property owner.
The item was not on the agenda, and the board could not take action.
The agency agreed to begin demolition of two properties listed under the ownership of Marion Sims. The two single-family dwellings - 1410 County Road and 214 Avenue D - had received complaints in early June and inspections were performed Aug. 9 with the assistance of the Weirton Police Department.
Code Official Bruce Lamp reported numerous code violations to the interior and exterior of the two properties, including broken windows, missing doors, missing plumbing and wiring and water damage.
Rosnick explained Sims is deceased and there is no will on file, leaving the city to attempt to track down whether there is any other legal owner.
"Basically, we're getting stuck doing the demolition," Mayor George Kondik said.

Awarded an asbestos contract for a garage apartment at 107 Diana Court listed under Joseph Simich Jr. to Astar Abatement of Sissonville, W.Va., at a cost of 1,350.
Decided to rebid an asbestos contract for the property at 3605 Orchard St. listed as being owned by Dolores Rossi.
Will continue with properties at 339 Orr St. owned by Terry Forrester; 501 Cove Road owned by Sharon Sheperd; and 3011 Elm St. owned by Joseph Bobalick, as demolition is expected to take place to the structures in the coming weeks.
