STEUBENVILLE -- City Council gave final approval Tuesday night to a rezoning request that will see a California based silk screening company expand its operations to the The Rose complex located approximately 500 feet from Lovers Lane.

The council voted to approve the resoning that will allow H & H Screening and Graphics East to begin renovations at the catering company facility.

The city's Planning and Zoning Commission had sent the rezoning request to the City Council with a positive reccomendation last week.

Progress Alliance Executive Director Ed Looman said he has been working on attracting H & H Screening to Jefferson County for the past two years.

"It is important for the county to attract diversified jobs and to not depend on a single industry in the future," said Looman.

"It is important for the county to attract diversified jobs and to not depend on a single industry in the future," said Looman.

Clara and Leonard Morris have owned the property for the past 23 years.

"I am 74 years old and I have had hundreds and hundreds of events at The Rose. We have always respected the neighbors. We do the snow removal on the road leading down to The Rose and we have never had a complaint from a truck driver about the road. But I can't continue running The Rose. So I can sell the property to another business or let it set there and deteriorate," Clara Morris told the planning commission last week.

The council also approved a third reading for a revised table of organization.

In other business the council heard a first reading for two ordinances that will govern and regulate any future arcades or internet gambling cafes in the city.

The council also heard a first reading for an ordinance authorizing advertising for covers for the super pulsators at the water filtration plant.

The council approved emergency legislation to settle two lawsuits filed by former Firefighter Paul Bowman for a total of $75,000.

And a commendation was approved for Steubenville High School graduate for Josh Thompson who recently participated in the International Amateur Athletic Federation World Junior Championships in Barcelona, Spain.
